As cybercrime and cyber-enabled offenses escalate at an unprecedented pace, the UN Cybercrime Convention may serve as an important instrument for strengthening international cooperation while reinforcing human rights among its parties. Given the borderless nature of the internet, a comprehensive approach is imperative, one that engages a broad coalition of partners committed to upholding human rights, democracy, and the rule of law. This collective effort is essential to combat online criminal activities effectively and ensure that perpetrators operating in the digital sphere are held accountable.

It should be also mentioned that the convention, as much as it was supported by a broad range of stakeholders, prompted criticism from civil society and service providers, particularly when it comes to ensuring protection of fundamental rights and values. Therefore making use of the safeguards provided in the convention will be key in its application by the competent authorities.

By ratifying the convention, the EU could take a leading role in protecting cyberspace by shaping its implementation. With its strong regulatory framework and commitment to democratic values, the EU is well-positioned to ensure the convention fosters a secure and open digital world while simultaneously promoting such values amongst partners and other parties. Additionally, the EU could shape and endeavour to secure trustworthy international cooperation, preventing abuse of the digital space while enhancing human rights amongst its contracting parties. Upholding robust safeguards is crucial for fostering trust and ensuring an effective global cooperation in criminal matters.

Against this background, the rapporteur recommends the conclusion of the UN Cybercrime Convention.
