2. The power to adopt delegated acts referred to in Article 14 shall be conferred on the Commission for a period of five years from the entry into force of this Regulation. The Commission shall draw up a report in respect of the delegation of power not later than nine months before the end of the five-year period. The delegation of power shall be tacitly extended for periods of an identical duration, unless the European Parliament or the Council opposes such an extension not later than three months before the end of each period.deleted

By 31.12.2031 and every five years thereafter, the Commission shall submit a report to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on the application of this Regulation.1. By 31.12.2031 and every five years thereafter, the Commission shall submit a report to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on the application of this Regulation and its effectiveness in reaching its objectives. The report shall, inter alia, assess the following issues:
a) the impacts of the EU Talent Pool on the EU labour market, including an assessment of the effectiveness of the EU Talent Pool in addressing labour shortages;
b) the impact of the EU Talent Pool on the labour markets and development of third countries;
c) the compliance of participants with requirements for registration and participation in the EU Talent Pool as well as with labour standards and law and practice.

The findings of the report should determine whether or not the Commission should put forward a proposal to discontinue the EU Talent Pool pursuant to Article 3.
