RemovedD. Whereas the CNE on 24 December 2025 declared Nasry Asfura as winner of the election;

AddedC. whereas members of the CNE faced threats and intimidation in the context of political violence and tensions surrounding the electoral process;

RemovedE. Whereas international observers, including the European Union Election Observation Mission (EU EOM), stress transparent vote counting to respect for the Honduran people’s will; whereas the new electoral law still ignores key EU and OAS recommendations;

AddedD. whereas on 8 January 2026, Deputy Gladys López of the opposition National Party was injured by an explosive device at the National Congress; whereas this attack happened amid heightened post-electoral tensions and represents an escalation of political violence, raising serious concerns about political pluralism, parliamentary immunity and personal security;

RemovedF. Whereas on 16 January 2026 Congress published a decree ordering full recount; whereas the EU has expressed concern over the decree and related statements and called for a peaceful and orderly transition of power in accordance with the election results;

AddedE. whereas on 10 January, the outgoing president ordered a recount by decree, circumventing constitutional procedures; whereas the CNE declared this decree unconstitutional and an attempted usurpation of electoral authority;

RemovedG. Whereas Honduran lawmaker Gladis Aurora López was injured by an explosive attack at the National Congress;

AddedF. whereas under the Constitution, 27 January is the date of the official presidential transition, to which the incumbent president has committed herself;

RemovedH. Whereas during the presidential election campaign, the President of the United States, Donald Trump, publicly endorsed Nasry Asfura; whereas this statement was widely perceived as external political interference;

Added1. Stresses that the will of the Honduran people must be respected; recognises Nasry Asfura as president-elect;

RemovedI. Whereas on December 1, 2025, President Trump formally granted the pardon to former Honduran President Juan Orlando Hernández; whereas Hernández was sentenced to 45 years after a U.S. jury convicted him of cocaine trafficking and firearms offenses.

Added2. Calls on the incumbent administration to respect the electoral results; stresses the need to end the violence and intimidation, in particular against opposition members and electoral officials; urges the Honduran authorities to guarantee the safety and security of all democratic institutions, including the CNE;

RemovedStresses that all branches of government and political actors must ensure the integrity and respect the result of the electoral process in accordance with the democratic will of the Honduran people;

Added3. Considers the decree ordering a recount unconstitutional and an attack on Honduran democracy;

RemovedEncourages political leaders and public officials to promote calm, reject violence, and support peaceful and orderly transition of power;

Added4. Condemns the violence against Gladys López; calls for a transparent and independent investigation to bring the perpetrators to justice; calls on the president of the outgoing Congress, Luis Redondo, to refrain from any attempt to prevent the newly elected Congress from assuming its mandate;
