| A. whereas strong political parties and foundations at EU level are essential for the development of a truly European public sphere; | A. whereas the values referred to in Article 2 TEU constitute the common constitutional foundation of the EU and must be interpreted as a coherent whole; whereas those values include not only human dignity, equality and respect for human rights, but also freedom, democracy, pluralism and tolerance; whereas, pursuant to Article 10(4) TEU, European political parties contribute to forming European political awareness and expressing the will of citizens; whereas European political parties and foundations therefore play an essential role in facilitating democratic debate and the peaceful contestation of political ideas; whereas democratic debate requires the protection of political speech, including information or ideas ‘that offend, shock or disturb the State or any sector of the population’1a, and due regard must therefore be given to all Article 2 values, none of which should be interpreted in isolation from the others; |
