The European Parliament,

– having regard to the letter from its President of 7 November 2025,

– having regard to Rules 242 and 243 of its Rules of Procedure,

– having regard to the report of the Committee on Constitutional Affairs (A10-0064/2026),

1. Decides to amend its Rules of Procedure as shown below;

2. Points out that the amendments will enter into force on the first day of the next part-session;

3. Instructs its President to forward this decision to the Council and the Commission, for information.

Rule 135 – paragraph 1

Amendment: 1. This Rule shall apply to appointments of Chairs, Vice-Chairs and members of the management boards of Union agencies and bodies, as well as to appointments to other positions in those agencies and bodies, where: / (deleted) / (deleted) / (deleted) / (deleted) / – the Union agency or body is of a regulatory nature; and / – Parliament either has the power to decide, on its own or by common accord with other institutions, on the appointment, or is requested to give its consent to the appointment.
