Part voted on: ‘Is concerned by the threat that artificial intelligence (AI) can pose to democracies and human rights, especially if it is not duly regulated; welcomes the Council conclusions of 26 June 2023 to strengthen the EU’s role and leadership in global digital governance, in particular its position as a shaper of the global digital rulebook, and in this sense welcomes the proposal for a regulation to harmonise the rules on AI which need to protect human rights, particularly the right to private life and to non-discrimination, and the advantages that AI can offer for human well-being; highlights that new and emergent technologies such as spyware need urgent oversight, robust transparency and appropriate safeguards; stresses the importance of a human rights-based approach towards these technologies; condemns the use of new and emerging technologies as coercive instruments in order to increase the harassment, intimidation and persecution of HRDs, activists, journalists, lawyers and minorities;’
