The Commission’s proposal for a Regulation establishing a unified budget expenditure tracking and performance framework and other horizontal rules for the Union programmes and activities is a coherent element of the wider overhaul of the 2028-2034 Multiannual Financial Framework. Accordingly, your Rapporteur proposes targeted amendments that sharpen sector-specific clarity and performance accountability across Annex I, refining the relevant intervention areas, adjusting coefficients where warranted, and introducing precise, measurable and policy-relevant indicators that better reflect the operational realities of transport infrastructure and services.
