Appointment of the Chairperson of the European Securities and Markets Authority

European Parliament decision of 15 September 2026 on the proposal for the appointment of the Chairperson of the European Securities and Markets Authority (N10-0030/2026 – C10-0191/2026 – 2026/0804(NLE))

The European Parliament,

–having regard to the shortlist of qualified candidates for the position of Chairperson of the European Securities and Markets Authority drawn up by its Board of Supervisors,

–having regard to the Council’s letter of 22 July 2026 proposing Carlo Comporti as Chairperson of the European Securities and Markets Authority (C10-0191/2026),

–having regard to Article 48(2) of Regulation (EU) No 1095/2010 of the European Parliament and of the Council of 24 November 2010 establishing a European Supervisory Authority (European Securities and Markets Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/77/EC,

–having regard to its resolution of 14 March 2019 on gender balance in EU economic and monetary affairs nominations,

–having regard to its resolution of 16 January 2020 on institutions and bodies of the Economic and Monetary Union: preventing post-public employment conflicts of interest,

–having regard to Rule 135 of its Rules of Procedure,

–having regard to the report of the Committee on Economic and Monetary Affairs (A10-0223/2026),

A.whereas the term of office of the current Chairperson of the European Securities and Markets Authority ends on 31 October 2026;

B.whereas Article 48(2) of Regulation (EU) No 1095/2010 provides that the Chairperson of the European Securities and Markets Authority is to be selected on the basis of merit, skills, knowledge of financial market participants and of markets, and of experience relevant to financial supervision and regulation, following an open selection procedure which is to respect the principle of gender balance;

C.whereas, on 22 July 2026, the Council proposed to appoint, upon confirmation by the Parliament, Carlo Comporti as Chairperson of the European Securities and Markets Authority for a term of office of five years, in accordance with Article 48(2) and (3) of Regulation (EU) No 1095/2010;

D.whereas, on 2 September 2026, the Committee on Economic and Monetary Affairs held a hearing with Carlo Comporti, at which he made an opening statement and then responded to questions from the members of the Committee;

1.Approves the appointment of Carlo Comporti as Chairperson of the European Securities and Markets Authority;

2.Instructs its President to forward this decision to the Council, the Commission, the European Securities and Markets Authority and the governments of the Member States.
