Financing of the annual action plan in favour of the United Republic of Tanzania for 2026

European Parliament resolution of 18 June 2026 on the draft Commission implementing decision on the financing of the annual action plan in favour of the United Republic of Tanzania for 2026 (D115284/01 – 2026/2749(RSP))

The European Parliament,

–having regard to the draft Commission implementing decision on the financing of the annual action plan in favour of the United Republic of Tanzania for 2026 (D115284/01),

–having regard to Regulation (EU) 2021/947 of the European Parliament and of the Council of 9 June 2021 establishing the Neighbourhood, Development and International Cooperation Instrument – Global Europe, amending and repealing Decision No 466/2014/EU of the European Parliament and of the Council and repealing Regulation (EU) 2017/1601 of the European Parliament and of the Council and Council Regulation (EC, Euratom) No 480/2009 (NDICI-Global Europe Regulation), and in particular Article 25 thereof,

–having regard to the opinion delivered on 20 May 2026 by the committee referred to in Article 45 of Regulation (EU) 2021/947,

–having regard to Article 11 of Regulation (EU) No 182/2011 of the European Parliament and of the Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers,

–having regard to the European Parliament resolution of 27 November 2025 on the draft Commission implementing decision on the financing of the annual action plan in favour of the United Republic of Tanzania for 2025,

–having regard to the European Parliament resolution of 27 November 2025 on the post-election killings and deteriorating human rights situation in Tanzania, including the case of imprisoned opposition leader Tundu Lissu,

–having regard to the European Parliament resolution of 8 May 2025 on the arrest and risk of execution of Tundu Lissu, Chair of Chadema, the main opposition party in Tanzania,

–having regard to Rule 115(2) and (3) of its Rules of Procedure,

–having regard to the joint deliberations of the Committee on Foreign Affairs and the Committee on Development under Rule 59 of the Rules of Procedure,

–having regard to the motion for a resolution of the Committee on Foreign Affairs and the Committee on Development,

A.whereas, in November 2025, the Commission suspended the process for the adoption of the draft implementing decision on the financing of the annual action plan in favour of the United Republic of Tanzania for 2025 due to concerns expressed by the European Parliament;

B.whereas on 20 May 2026, the revised draft Commission implementing decision was presented to the NDICI Committee;

C.whereas the revised draft Commission implementing decision maintains the same overall amount and broadly the same actions as the previous draft decision, while proposing that the implementation should mainly take place through indirect management rather than direct budget support to the Tanzanian authorities;

D.whereas the Tanzanian national commission of inquiry investigating the violence surrounding the elections on 29 October 2025 acknowledged on 23 April 2026 that at least 518 people had died, but failed to identify those responsible, thereby impeding accountability and justice for the victims, and did not make its findings public;

E.whereas the Tanzanian authorities refused the visit of a delegation from the European Parliament's Subcommittee on Human Rights in May 2026;

F.whereas Tundu Lissu, leader of Chadema, Tanzania’s main opposition party, has been detained for more than a year and faces politically motivated charges carrying grave legal consequences, including the death penalty;

G.whereas the Tanzanian government has failed to fulfil any of the demands put forward by the European Parliament in its resolutions of 8 May and 27 November 2025, including, inter alia, calls for the immediate and unconditional release of opposition members, for improvements in the human rights situation, and for the establishment of an independent and impartial international commission of inquiry to investigate the post-electoral violence;

H.whereas the Commission and the European External Action Service have failed to effectively demonstrate that they have addressed the real concerns leading to the objection in November 2025;

1.Considers that the draft Commission implementing decision exceeds the implementing powers provided for in Regulation (EU) 2021/947;

2.Considers that the draft Commission implementing decision is not consistent with Union law, in that it is incompatible with the aim of Regulation (EU) 2021/947;

3.Considers that the draft Commission implementing decision does not adequately take into account the concerns expressed by the European Parliament in its resolution of 27 November 2025;

4.Regrets the fact that the Commission did not suspend, once again, the adoption process of the draft implementing decision upon being informed of the concerns by the European Parliament; deplores the lack of consideration shown by the Commission and EEAS for concerns expressed by the European Parliament in its resolutions relating to Tanzania;

5.Calls on the Commission to withdraw its draft implementing decision and to submit a new draft to the committee, while ensuring that any new changes do not adversely affect the inclusive provision of basic services to the population, the protection of human rights and democracy or support to civil society organisations;

6.Instructs its President to forward this resolution to the Council and the Commission, and to the governments and parliaments of the Member States.
