Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly

European Parliament resolution of 22 January 2026 on the presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly (2026/2571(RSP))

The European Parliament,

–having regard to the statements of 12 December 2025, 25 December 2025 and 13 January 2026 by the Spokesperson of the European External Action Service on the electoral process in Honduras,

–having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

A.whereas general elections in Honduras were held on 30 November 2025 amid high political polarisation, foreign interference, tensions, institutional fragility and media intimidation; whereas on 24 December 2025, the National Electoral Council (CNE) of Honduras officially proclaimed Nasry Asfura as president-elect and certified the congressional and municipal results;

B.whereas national and international observers, including the EU and the Organization of American States (OAS), were deployed and have stated that the results reflect the will of the people; whereas the outcome was internationally recognised, although until recently the incumbent president, Xiomara Castro, among others, had refused to recognise Asfura’s victory;

C.whereas members of the CNE faced threats and intimidation in the context of political violence and tensions surrounding the electoral process;

D.whereas on 8 January 2026, Deputy Gladys López of the opposition National Party was injured by an explosive device at the National Congress; whereas this attack happened amid heightened post-electoral tensions and represents an escalation of political violence, raising serious concerns about political pluralism, parliamentary immunity and personal security;

E.whereas on 10 January 2026, the outgoing president ordered a recount by decree, circumventing constitutional procedures; whereas the CNE declared this decree unconstitutional and an attempted usurpation of electoral authority;

F.whereas under the Constitution, 27 January 2026 is the date of the official presidential transition, to which the incumbent president has committed herself;

1.Stresses that the will of the Honduran people must be respected; recognises Nasry Asfura as president-elect;

2.Calls on the incumbent administration to respect the electoral results; stresses the need to end the violence and intimidation, in particular against opposition members and electoral officials; urges the Honduran authorities to guarantee the safety and security of all democratic institutions, including the CNE;

3.Considers the decree ordering a recount unconstitutional and an attack on Honduran democracy;

4.Calls on all parties to cooperate in ensuring a peaceful transfer of power, avoiding inflammatory rhetoric and political violence, in order to preserve democratic stability and address the persistent poverty, inequality and insecurity faced by the Honduran people;

5.Condemns the violence against Gladys López; calls for a transparent and independent investigation to bring the perpetrators to justice; calls on the president of the outgoing Congress, Luis Redondo, to refrain from any attempt to prevent the newly elected Congress from assuming its mandate;

6.Commends the role of the EU and the OAS and endorses their findings, which, in their preliminary statements, highlight the fact that the elections took place in a tense and polarised environment, but that election day was well organised and peaceful; urges the Honduran authorities to fully implement the previous and forthcoming recommendations of the EU Election Observation Mission;

7.Urges the current Honduran authorities to guarantee an orderly and peaceful transfer of power, respecting the results proclaimed by the CNE;

8.Deplores the fact that the EU ambassador to Honduras has not been invited to present his credentials for over a year; expresses the hope that this will swiftly take place under the incoming administration;

9.Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the Member States and the President, Government and parliament of Honduras.
