The mechanism should be available without minimum damage thresholds and activated rapidly following formal recognition of the disaster by the competent authority. A co-financing rate of 95%, irrespective of the region's development category, ensures that disaster-hit regions are not burdened with significant national match-funding requirements at the most critical moment. Supported investments should go beyond restoring pre-disaster conditions and incorporate enhanced climate resilience, disaster preparedness and sustainability standards, in line with the Build Back Better principle. | (15a) In order to ensure an effective, agile and regular implementation of interventions, and the capacity building of the administrations involved, in particular when of a smaller size, adequate funding for technical assistance for the administrations responsible for project preparation and implementation should be provided through the ERDF, the Cohesion Fund and the Interreg Plans. Such support should cover the procurement of human resources and specialised services for key preparatory, training, management, monitoring, evaluation, promotion, communication and visibility functions, and related personnel costs. |

| (15d) The new orientation towards reforms, performance and results should not only focus on large-scale investments or those faster to implement. In island and sparsely populated areas, operations of a smaller financial size can have a decisive impact on quality of life, safety, service provision and population retention. Therefore, territorial relevance and impact should prevail over criteria of scale, critical mass or financial size. |
