Short justification

The Commission proposal for the Global Europe fund is the EU’s financial instrument for external action (2021-2027 and beyond), integrating fisheries and aquaculture as key components of its international cooperation and development agenda.

Its objectives are, among others, to promote the external dimension of the Unions fisheries policy and aligning it with broader commitments such as on climate, biodiversity and sustainable blue economy. The proposed instrument aims at ensuring that EU actions abroad contribute to global ocean governance, food security and the resilience of coastal communities.

At the international level, we have on the one hand Sustainable Fisheries Partnership Agreements (SFPAs) and on the other hand Regional Fisheries Management Organizations (RFMOs) that more concretely paves way for international cooperation when it comes to fisheries management. It is to be noted that funding for SFPAs is not directly under Global Europe instrument. However, financing can be found under the same Heading in the MFF proposal. However, it is clear that they are interlinked with the Global Europe instrument and should complement other fisheries and aquaculture actions funded under the fund.

As regards EU participation in RFMOs, this is also not directly funded through the Global Europe Fund. However, the fees of these international organisations are found under the same Heading, much in the same way as for SFPAs. It should be noted that some implementation elements, especially those taking place within the EU, could be financed through the National and Regional Partnership Plans as well as potentially under other EU funding instruments.

The rapporteur believes that the general MFF proposal has rendered it important to reinforce the importance of fisheries, aquaculture and the overall Union ambition when it comes to Ocean Governance throughout the MFF proposal. That is also equally valid for the proposed Global Europe fund. The importance of promoting the Unions international Ocean Governance agenda should not be underestimated, the instrument should not only promote an international rules-based order for Ocean related issues, it should more specifically champion the Unions zero tolerance towards IUU-fishing, contribute to a more level playing field for fisheries and aquaculture and ideally also promote cooperation and enable win-win opportunities between EU businesses and those of partner countries.

It is furthermore very important that EU engagement with partner countries is not done in silos but coordinated holistically, in order to ensure that we have a holistic approach to our international partnerships to secure the best possible outcome for both parties. In this context, the rapporteur believes it very important that fisheries should be seen in the greater context of cooperation efforts rather than being treated as a single and separate issue. In this regard, it is important to coordinate actions under SFPAs with actions under the Global Europe instrument, especially since measures taken using sectorial support under SFPAs can to some extent overlap with actions taken under other development actions. This coordination will be even more important in the light of the ongoing work within the Commission to develop a new generation of SFPAs.

Cooperation with partner countries in international organisations is of high importance if we as a Union should be able to successfully promote our ambitions internationally as effectively as possible. International organisations, such as RFMOs, should, in that respect, be a logical focal point in any partnership and therefore coordination between the Global Europe instrument and actions taken by the Union within RFMOs needs to be ensured.

Given this background the rapporteur believes that the opinion of the PECH committee should focus, among others, on the following points:

· The need for sufficient funding for fisheries and aquaculture-related activities under the Global Europe Fund, which should complement other fisheries-related EU external actions, such as those under SFPAs and RFMOs.

· Under Global Europe, activities related to fisheries and aquaculture cannot only be considered as environmental activities but should also be seen to strengthen competitiveness and growth. This is important, as we also want to enable a new and mutually beneficial partnership between EU sectors and the sector in partner countries, creating win-win situations.

· Actions under Global Europe should also be ensured in order to strengthen the rules-based international order at sea. This in order to strengthen the EU’s position globally, but also to protect the competitiveness of our maritime sectors, such as fisheries and aquaculture, and to create better and fairer competition with a more level playing field.

The Unions fisheries and aquaculture policies must be better reflected and acknowledge in the MFF proposal. The Union many efforts when it comes to international fisheries management and broader sustainability efforts must be better reflected and play a greater part in our international partnership. It is important to strive for creating better conditions for sectors both in the EU and in partner countries to create win-win situations, developing their sectors in a mutual beneficial way, creating growth, jobs and better conditions for fair competition. From a fisheries and aquaculture perspective, it is therefore important to reinforce the link within the Global Europe instrument, generally for these sectors but also to ensure the best synergies with our SFPAs and the important work done by the Union within RFMOs.

This strategy leverages investments in secure infrastructure with a focus on digitalisation, climate and energy, transport, health, and education and research. It supports countries which seek to enhance their resilience in a sustainable manner, while strengthening partnerships that are important for the Union’s open strategic autonomy. (24b) Developments during the last years have further demonstrated the geostrategic importance of Outermost Regions and Overseas Countries and Territories. They constitute essential elements for the presence, resilience, maritime security, food security, monitoring of exclusive economic zones, protection of critical infrastructure and projection of the Union's interests in major geopolitical spaces, particularly in the North Atlantic, the Arctic, the Indian Ocean and the Indo-Pacific. Additional synergies should be explored with Union regional programming, which offers a high degree of flexibility, allowing to build mutually beneficial packages when opportunities arise in partner countries.

(33a) The competitiveness of the Union's fishing sector also depends on the ability to guarantee a stable, sustainable, and diversified supply of fishery and aquaculture products, which in turn are dependent on the conservation and sustainable exploitation of marine biological resources. Therefore, the strategic value of the external dimension of the CFP, particularly the Sustainable Fisheries Partnership Agreements (SFPAs), should be recognized, when implementing this instrument, in order to strengthen the Union's food sovereignty, support the processing industry, and preserve the presence of the Union fleet in strategic fishing grounds. (50) Reflecting the importance of tackling climate change in line with the Union’s commitments to implement the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework and to achieve the sustainable development goals, the Instrument should contribute to mainstreaming climate action in the Union policies. Relevant actions should be identified during the implementation of the Instrument, and the overall contribution from the Instrument should be part of relevant monitoring evaluations and review processes. (51) Union action in the area of climate change and biodiversity should support a just transition to a climate-neutral, climate resilient, resource efficient and circular economy. It should notably favour the adherence to and implementation of the Paris Agreement, the UN Framework Convention on Climate Change, the UN Convention on Biological Diversity, the UN Convention to Combat Desertification and the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction. In particular, funding allocated in the context of the Instrument should be coherent with and support the long-term temperature goal of the Paris Agreement of limiting the increase in the global average temperature to well below 2°C above pre-industrial levels while pursuing efforts to limit the temperature increase to 1.5°C. The Instrument should be coherent with the objective to increase the ability to adapt to the adverse effects of climate change, reduce vulnerability, foster climate resilience and align with the objectives of the Kunming-Montreal Global Biodiversity Framework. In line with the European Ocean Pact30 , the Instrument should promote the preservation of the ocean and strengthen international rules-based ocean governance. Particular attention should be given to actions that create co-benefits and meet multiple objectives, including for climate, biodiversity and the environment.(51) Union action in the area of climate change, decarbonisation and biodiversity should support a just transition to a climate-neutral, climate resilient, resource efficient and circular economy. It should notably favour the fulfilment of the Union’s commitments and obligations following the Paris Agreement, the UN Framework Convention on Climate Change, the UN Convention on Biological Diversity, the UN Convention to Combat Desertification and the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction as well as their implementation. In this context, the fundamental role of RFMOs in the sustainable management of the ocean should be recognized, as well as the role of tools such as Marine Protected Areas (MPAs) and other effective area-based conservation measures (OECMs). It should be ensured that the implementation of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity in Areas Beyond National Jurisdiction is carried out in a coordinated manner with RFMOs and without undermining their work. Particular attention should also be given to actions that create co-benefits and meet multiple objectives, including for climate, biodiversity and the environment.
