The EU promotes the circular economy, waste reduction, reduced dependence on external inputs and the efficient use of natural resources. However, under Regulation (EC) No 1069/2009 and Commission Regulation (EU) No 142/2011, wool is classified as a Category 3 animal by-product and remains subject to obligations and restrictions that make its use, marketing and valorisation unnecessarily difficult.
As a result, European farmers are faced with the paradoxical situation of having to pay for the collection, storage or disposal of a natural, renewable and biodegradable material, while at the same time being encouraged by the EU to reduce the use of chemical fertilisers and adopt more sustainable practices.
Furthermore, wool obtained from healthy animals is legally treated within the same regulatory framework as materials presenting significantly higher sanitary risks, such as blood or hides.
1.How does the Commission justify the fact that wool from healthy animals continues, in practice, to be treated more as a waste product than as a valuable agricultural resource?
2.Does the Commission intend, during the current mandate, to propose a revision of Regulation (EC) No 1069/2009 in order to establish a specific and proportionate regulatory framework for wool?
