Subject: EU governance under pressure – institutional responses to global challenges

Europe is facing a changing geopolitical environment. In a world increasingly shaped by power dynamics and strategic dependencies, the question arises as to the degree to which the EU is capable of acting within its existing framework. In this context, it is important to assess the extent to which the current legal framework provides suitable conditions for political steering, timely decision-making, and the review and, where appropriate, adjustment of decisions.

Against this background, the following questions arise:

1.What legal and procedural adjustments does the Commission consider – if necessary – to be appropriate and feasible in order to further develop the EU’s governance structure and decision-making processes in light of external challenges?

2.Depending on the assessment of the need for adjustment, what political and legal instruments could be considered, in principle, to implement potential changes?

3.Is the Commission considering putting forward proposals aimed at a possible further development of existing instruments to address global challenges?
