Subject: Cali fund – follow up from COP16 UN Convention on Biodiversity

At COP16 in Cali (Colombia), the parties agreed to establish a fund to ensure the fair and equitable sharing of benefits arising from the use of digital sequence information (DSI) on genetic resources, with the objective of mobilising financial resources for biodiversity protection, particularly in developing countries.

However, significant challenges remain for the fund to become operational.

Contributions remain largely voluntary, financing is uncertain and insufficient, and key questions related to governance and benefit-sharing mechanisms have yet to be clarified. This situation risks undermining both the credibility of the agreement and the achievement of the Global Biodiversity Framework targets.

In the light of the limited progress expected ahead of COP17:

1.How does the Commission intend to maintain political momentum and support the DSI fund being brought into operation in a timely manner?

2.What is the EU’s position on ensuring adequate, predictable and sustainable financing for the fund, including the potential role of private sector contributions?

3.How will the Commission contribute to clarifying governance arrangements and ensuring a fair, transparent and effective benefit-sharing mechanism?
