Subject: A new action plan to implement the European Pillar of Social Rights (EPSR)

As the EU faces geopolitical uncertainty, the green and digital transitions and demographic change, Member States’ education and training systems, labour markets and social protection systems are under unprecedented pressure. While good progress towards the 2030 headline target on employment has been made, progress towards the adult training target and the poverty reduction target is too slow. Moreover, there are wide variations among Member States, regions and different groups of society regarding all targets.

Against this background, Parliament would like to ask the Commission:

1.As a consequence of the transitions and challenges mentioned above, certain social groups are more impacted than others. At the same time, labour market and skills shortages are increasing. How is the Commission going to address these issues in the new EPSR action plan while facilitating access to labour markets and quality jobs for all, including for those furthest from the labour markets, e.g. those not in education, employment, or training, young people, Roma people and people with disabilities? What concrete measures does the Commission envisage in the forthcoming Quality Jobs Roadmap and related Act?

2.What measures does the Commission envisage to ensure fair labour mobility and decent working conditions for all, including non-EU nationals? Will it come forward with legislation on algorithmic management, psychosocial risks, the right to disconnect and the European Social Security Pass? Will it strengthen the role of workers in bringing about the necessary changes, including through strengthened social dialogue and a directive ensuring a just transition in the world of work? Will it promote a stronger mandate for the European Labour Authority?

3.How will the Commission combat homelessness and ensure that the upcoming Affordable Housing Plan will deliver on principle 19 of the Pillar on affordable housing and assistance for the homeless? How will the Commission honour its commitment to end homelessness by 2030? Will the updated action plan contain new indicators in the social scoreboard, e.g. on homelessness? Does the Commission intend to address these issues also within the European Semester process?

4.How will the Commission ensure consistent, adequate and sufficient financial resources for attaining the objectives of the EPSR in the light of its proposal on the multiannual financial framework (MFF) and its new structure? In addition, how will the partnership principle be respected at European level and social conditionalities for EU funding introduced? What methodology will the Commission follow to track national social spending in the next MFF?
