AddedArticle 19 – paragraph 2 a (new): (2a) By ... [18 months from the date of entry into force of this Directive] the Commission shall assess the cooperation between the Member States and the Commission and other Union institutions, bodies, offices and agencies. That assessment shall include an assessment of the need for and modalities of the extension of the competences of the EPPO to include the criminal offence of violating and circumventing Union restrictive measures.

ChangedArticle 19 – paragraph 4: (4) By [OP-please... insert[66 months from the date-fivedate yearsof afterentry theinto transpositionforce periodof isthis over],Directive], and every three years thereafter, the Commission shall carry out an evaluation of the impact and effectiveness of this Directive, taking into account the annual statistics provided by the Member States, and submit a report to the European Parliament and to the Council, which shall be made public. Member States shall provide the Commission with necessary information for the preparation of that report. On the basis of that evaluation, the Commission shall decide on the appropriate follow-up actions, including, if necessary, a legislative proposal.
