This amendment adds “food” to Health, Agriculture, Biotech and Bioeconomy in order to fully reflect the strategic importance of agri-food value chains within the Programme. This ensures that the entire continuum from primary production to food processing, distribution and consumption is adequately covered. The amendment allows the Programme to better address key Union priorities such as food security, resilient supply chains, and the promotion of healthy and sustainable diets, while ensuring coherence between research, innovation and real economic and societal needs.

Horizon funding is very important for agriculture and the bioeconomy that are industries where the EU has natural advantages. Horizon funding helps these key and important sectors to develop, retain their competitive advantage and meet the challenges of our time, ensuring food security and replacing fossil-based products through bioeconomy sector solutions. Commission proposal should be supported.

Reducing reporting requirements is good but simplification efforts should also target the application phase, which is time-consuming and is done at the applicant’s own expense. Lump sums and PUC are not considered as a primary means of simplification. Lump sums can be a good model for single beneficiaries but are more problematic for consortia. As concerns PUC, better simplification for beneficiaries would be to allow their normal cost calculation/reporting methodology.

At the second stage, applicants selected on the basis of the first-stage evaluation shall refine their competition proposals through structured discussions with the appropriate expert team or, if no appropriate expert team is available, with the Council for European Competitiveness Research. The second-stage assessment shall evaluate in particular: | |
| (a) the quality and feasibility of the applicant's own R&D project plan and the adequacy of the team and resources; | |

| SME Innovation Support Scheme | |
| A dedicated SME Innovation Support Scheme shall be established and implemented, targeting all types of SMEs, in line with the Programme objectives. Depending on the nature and objectives of the proposed actions, the Scheme shall support individual SMEs or transnational consortia, follow a demand-driven and non-prescriptive approach, and fund projects aimed at developing and demonstrating innovative solutions with concrete, measurable outcomes. | |
| Proposals submitted under this Scheme shall be evaluated based on their potential impact and their relevance to European competitiveness, taking into account the expected contribution to industrial scalability and market deployment. |

| Fast Track to Innovation | |
| 3. In the fourth year, the Fast Track to Innovation shall be subject to a comprehensive evaluation and, where appropriate, improvements shall be introduced. | |
| 4. For the purpose of the evaluation, representatives of higher education institutions (HEIs), research and technology organisations (RTOs), industry, as well as researchers, innovators, Research Support Offices and National Contact Points (NCPs), shall be invited, at a minimum, to provide their views on all aspects relevant to them. | |
| 5. In line with the objectives of the scheme, the maximum technology readiness level (TRL) of projects supported under the Fast Track to Innovation scheme shall not exceed TRL 5. |

| Expert-led implementation | |
| 1. For each general thematic priority referred to in Article 15(4a), the Commission shall appoint at least one lead expert supported by an expert team who provide independent advisory input and strategic orientation of relevant areas which will feed the development of draft calls under the examination procedure. The preparation and final content of draft calls shall remain under the responsibility of the Commission. | |
| 2. The call texts implementing the general thematic priorities shall be adopted by the Commission by means of implementing acts. | |
| 3. After having received the draft call text, the Commission shall decide, in accordance with Article 20(2), if and how Article 10(3) of Regulation (EU) XXX [European Competitiveness Fund] shall be applied. This decision shall be part of the implementing act adopted in accordance with the procedure referred to in Article 10b(6). | |
| 5. Each lead expert and the expert team shall be appointed following a call for expression of interest included in the Work Programme referred to in paragraph 1. The call will close at the latest three months after the adoption of the Work Programme. The appointment of the lead expert and expert team shall be concluded no later than three months after the closing of the call. | |
| 6. Lead experts and members of the expert teams shall be external experts within the meaning of Article 10(3) and be appointed for up to five years. The Commission shall selected those lead experts and members of the expert teams based on the following criteria: | |
| (a) scientific expertise; | |
| (b) experience in fundamental research and in addressing societal challenges | |
| (c) track record of success in innovation; | |
| (d) professional experience; | |
| (d) management skills. | |
| The composition of expert teams shall ensure a balanced range of expertise, including expertise from fundamental research, applied research and innovation, and shall prevent a disproportionate representation of any single category of stakeholders. | |
| It shall also ensure an appropriate geographical balance across Member States and gender balance. | |
| The Commission may appoint one official to an expert team to ensure all decisions are taken in the interest of the Union. |

| Fast Track to Innovation | |
| 1. In order to accelerate the transition from innovation to market and deliver concrete industrial results within a short timeframe, the work programmes shall include a Fast Track to Innovation supporting demonstration and validation projects characterised by industrial feasibility and technological maturity. FTI should targets relatively mature, ground-breaking new technologies, concepts, processes and business models that need final development to be able to shape a new market and achieve wider deployment. | |
| 2. The Fast Track to Innovation scheme shall support consortia of maximum 5-6 participants. At least 60% of the total budget of the project should go to industry participants or at least 4 of out 6 participants to the consortia should come from the industry sector (or 3 of out 5 participants). It shall be implemented through bottom-up, open, non-prescriptive calls and it shall support small-scale (up to 5 million euros) and large-scale (up to 15 million euros) projects. It shall operate in two-stage process, where the first stage (to be completed within a maximum of 2 months) serves to filter out proposals that lack industrial feasibility. |
