The first category (used clothing) is not waste, it can be re-used and this is a waste prevention measure. Here, it would be more appropriate to promote the exchange of such clothing between users through social initiatives or through producers or organisations through which producers operate. This should not be mixed up with waste activities. From waste clothing (which is waste), some clothing can be prepared for re-use, but this is recovery.
