Opinion
The Committee on Development calls on the Committee on Budgets, as the committee responsible, to incorporate the following into its motion for a resolution:
A.whereas it is the Union's strategic interest to foster international partnerships, which support its own security, prosperity and resilience, while continuing to work towards poverty eradication and tackling fragility;
B.whereas according to Global Humanitarian Overview 2026 more than 250 million people require humanitarian assistance and protection, due to protracted or intensifying conflicts, forced displacements, and an increasing number of disasters related to extreme weather events;
C.whereas a very strong El Niño Southern Oscillation event is expected to worsen drought, flood, heat, and storm conditions across many world regions in the second half of 2026 with major knock-on effects into 2027;
D.whereas the EU's renewed focus on fragile contexts requires adequate funding to apply the humanitarian-development-peace nexus approach; whereas less than 30% of global humanitarian assistance needs were met by mid-June 2026; whereas the EU must uphold the humanitarian principles of humanity, neutrality, independence and impartiality;
1. Notes that the margin for Heading 6 for 2027 draft budget is merely EUR 100 million and that there is only limited room for coping with new challenges; reminds that the NDICI-GE Cushion was quickly exhausted while a number of its past mobilisations were not due to unforeseen challenges;
2. Stresses that a considerable reinforcement of humanitarian aid is needed as the proposed baseline of EUR 1866 million for 2027 is not commensurate with the expected needs when humanitarian crises are likely to intensify and millions of additional people are likely to face displacement and hunger; in this regard, requests that the Emergency Aid reserve (607 million for 2027 in current prices) be mobilised entirely for humanitarian needs in third countries;
3. Expresses concern in view of the Commission proposal to use reflows from the EFSD provisioning entirely to finance the debt servicing costs for the Ukraine Support Loan instead of using these reflows across all eligible regions in line with the geographic envelopes in NDICI-GE and in line with Regulation (EU) 2026/995 as regards increased efficiency of the External Action Guarantee;
4. Reiterates its concern that following the MFF mid-term revision, the geographic programmes for Sub-Saharan Africa have been reduced for the 2024-2027 period; recalls that the NDICI-GE Regulation's Article 6.2 (a) constitutes a legal obligation for the overall financial envelope assigned to Sub-Saharan Africa to reach “at least 29,18 billion” by 2027 and that allocations risk to fall EUR 219 million short of that legally binding target;
5. Highlights the need to reinforce support for nutrition and education, as women and children are disproportionately affected by aid cuts and crises; calls to reinforce funding for healthcare, disease control and prevention as the recent Ebola outbreak has underlined that such investments are necessary to effectively identify, manage and contain global health threats;
6. Notes that spending under NDICI-GE for actions supporting management and governance of migration and forced displacement does not respect the indicative target of 10% as it may approach 17%;
7. Expresses alarm about the drastic reduction of development and humanitarian aid by the world's largest donors, including several EU Member States, which overall provided nearly 10% less Official Development Assistance (ODA) in 2025 than in 2024, moving even further away from their collective target to provide 0.7% of Gross National Income (GNI) as ODA.
