| 1. With the overall aim of promoting economic, social and territorial cohesion, the sustainable development and competitiveness of the Union, its security and its preparedness, the Fund shall support the following general objectives: | 1. With the overall purpose of promoting economic, social and territorial cohesion, sustainable development, social justice and decent living conditions for citizens in all regions, the Fund shall support the following general objectives, ensuring in particular decent living conditions for farmers, the resilience of rural areas, fisheries and coastal communities, the reduction of poverty and inequalities, and a fair green and digital transition. The objectives of the Union's security, preparedness and competitiveness shall be applied in a complementary manner and may not replace or weaken the Union's above-mentioned initial commitments. |
The general objectives of the Fund must remain firmly anchored in economic, social and territorial cohesion as required by Articles 3 TEU and 174 TFEU. Security, preparedness and competitiveness are legitimate but complementary aims; they must not become a vehicle for diluting the Union's primary commitment to cohesion, to decent living conditions and to a fair green and digital transition that leaves no person or territory behind.

Amendmentul propune reunirea obiectivelor prevăzute la literele (a) și (b) într-un singur obiectiv dedicat Politicii de Coeziune. Această abordare reflectă mai bine rolul Politicii de Coeziune ca principal instrument al Uniunii pentru promovarea coeziunii economice, sociale și teritoriale și pentru reducerea disparităților regionale, în conformitate cu articolul 174 TFUE. Totodată, consacrarea sa ca obiectiv distinct ar asigura o mai mare vizibilitate și predictibilitate pentru statele membre și regiuni în perspectiva Cadrului Financiar Multianual 2028-2034, consolidând angajamentul Uniunii față de dezvoltarea echilibrată a tuturor teritoriilor sale.
