Text proposed by the Commission	AmendmentThe Commission shall revise the differentiated national targets set out in Tables 1 and 2 of the Annex on the basis of a recalculated methodology reflecting a broader set of objective criteria. In recalculating the differentiated national targets, the Commission should take into account indicators better capturing domestic economic capacity, including, where appropriate, Gross National Income or purchasing power standards, and other indicators beyond economic capacity, such as:

Justification

Legislators are inviting the European Commission to review and recalculate the methodology underpinning the differentiated national targets, as reliance predominantly on GDP does not adequately reflect the effective investment capacity of undertakings and may lead to disproportionate target levels. In particular, GDP may overstate domestic purchasing power in Member States where a significant share of economic output accrues to foreign-owned capital and profits may be repatriated. In addition, a more proportionate differentiation of indicative national targets should reflect practical deployment conditions as well as effective investment capacity, rather than relying predominantly on macroeconomic output indicators alone.

Justification

We propose to delete the combined target for zero- and low-emission vehicles. Additionally, we adjust the target for zero-emission vehicles based on the following elements :

- The targets take into account both the GDP of each country (like in the Commission proposal) and the current level of adoption of electric vehicles.

- The level of adoption is based on the most recent available data (Q1 2026). The level of adoption is given twice the weight of importance compared to the GDP of each Member State.

- In order to compensate the lower overall level of ambition due to removal of the combined target, we raise the overall EU-level of ambition for zero-emission vehicles from 45% to 50%.

The overall EU ambition for zero-emission vehicles for 2035 is set to 90% in line with the Commission’s proposed objective on CO2 standards.
