| Amendment Deleted Justification The annex should be deleted. It was intended to illustrate the cross-border dimension of the Programme, not to define it. Retaining such an indicative list of projects risks creating confusion by suggesting that the cross-border dimension depends on whether a project is included in the Annex. Since the concept is now clarified directly in the provisions and recitals of the Regulation, the Annex is no longer needed. |

This adjustment allows the completion of a critical missing link within the BBA Corridor by creating a continuous, high-capacity axis between Western and Southern Romania and onwards to Bulgaria. Extending the alignment to Lugoj ensures a direct connection between the Banat logistics and industrial hub and the Craiova – Sofia cross-border section, strengthening network continuity along the corridor.
The Lugoj - Drobeta Turnu Severin - Craiova segment provides full interoperability between the Danube corridor, the western Romanian economic pole, and Central European transport networks, significantly reducing structural bottlenecks and enhancing redundancy. By closing this gap, the corridor will support more reliable north-south and east-west freight flows and improve resilience in the event of disruptions on parallel routes.
Integrating this section substantially enhances multimodal connectivity within the corridor, facilitating efficient freight and passenger movements between the Black Sea region, the Western Balkans, and Central Europe. It improves accessibility to major industrial platforms, logistics centres, and cross-border gateways, while strengthening connections to core TEN-T nodes, including ports, intermodal terminals, and Danube crossings.
Importantly, project maturity is advancing. A feasibility study is currently underway for the Lugoj – Drobeta Turnu Severin – Calafat alignment, which represents the backbone of the proposed extension. The high-speed road section has an estimated length of approximately 215 km.
The fact that preparatory studies are already in progress demonstrates both the technical feasibility and the strategic commitment to implementation, reinforcing the credibility and readiness of the proposed amendment.
Overall, the adjustment is fully consistent with EU transport policy objectives and regional cooperation frameworks, contributing to balanced territorial development, improved network resilience, and a stronger integration of Romania into the EU single market through a coherent and fully interconnected trans-European transport system.

This amendment reflects the need to strengthen connectivity between key European Transport Corridors in the South-Eastern and Black Sea region, in line with the current geopolitical context.
While the proposal supports cross-border infrastructure and military mobility, it does not sufficiently address the strategic importance of ensuring continuity between major TEN-T corridors. Improving the connection between the Western Balkans – Eastern Mediterranean Corridor and the Baltic Sea – Black Sea – Aegean Sea Corridor strengthens network coherence, creates alternative routes and reduces vulnerabilities in the EU transport system.
The Black Sea axis, including the links between Varna, Constanța, Odessa and Chișinău, has become essential for maintaining supply chains, supporting Ukraine and enhancing the integration of the Republic of Moldova. At the same time, these connections contribute directly to military mobility objectives by enabling faster and more reliable movement of personnel and equipment across the eastern flank.
Explicitly recognising these links ensures better alignment of EU funding with strategic priorities, enhances resilience and interoperability of the transport network, and strengthens the Union’s capacity to respond to current and future challenges.

This adjustment enables the integration of the Republic of Moldova into the TEN-T through a more feasible and higher-capacity route, ensuring direct connectivity to Romania’s main rail and road infrastructure at Pașcani. The proposed change facilitates interoperability, reduces operational bottlenecks, and strengthens Moldova’s links with the EU single market.
At the same time, the Iași – Ungheni railway section is currently financed under the Connecting Europe Facility (CEF), and the proposed modification ensures the logical and functional continuity of ongoing investments by extending the corridor towards Chișinău via a route with superior technical parameters and higher traffic potential.
Furthermore, the adjustment is aligned with the provisions of the Memorandum of Understanding between Romania, Bulgaria, and Greece on enhanced cross-border cooperation within the Black Sea – Aegean Sea Corridor Platform (BACP), notably with the Central Axis: Thessaloniki / Alexandroupoli – Ormenio – Svilengrad – Ruse – Giurgiu – București – Siret and Ungheni, thereby reinforcing the strategic coherence of the network and its role in regional connectivity.
Therefore, the proposed amendment represents not only a technical optimisation of the route, but also a strategic measure that leverages existing investments, enhances corridor resilience, and accelerates the Republic of Moldova’s integration into European transport flows.

The hinterland connection for the Fehmarn Belt Crossing does not functionally end in Lübeck on the German side, but in Hamburg. This incomplete description diminishes its significance for the region, Germany, and Europe. With the second-largest railway station and the largest railway port in Europe, Hamburg serves as a gateway for rail traffic to and from Scandinavia in general. This important role will be further strengthened with the opening of the Fehmarn Belt Fixed Link, as travel time between Hamburg and Copenhagen will be reduced to two and a half hours.

Transport flows in the northern region are both north–south and east–west. The Umeå–Luleå-Oulu axis connects northern industrial hubs with two TEN-T Corridors, while the Luleå–Narvik link provides strategic access to an ice-free Atlantic port, strengthening resilience and offering an alternative to more vulnerable routes. The full Bothnian Corridor would enhance connectivity, support the green industrial transition, and strengthen European transport resilience.
Without these complementary links, there is a risk of bottlenecks limiting efficiency, resilience, and the overall benefits of current investments.

The value of the Copenhagen - Lübeck (covering the Fehmarnbelt tunnel) link, listed in the annex, risks being undermined if the cross-border link between Gothenburg and Oslo is not added to the map. The Gothenburg-Oslo link is one of Scandinavia’s most important north-south corridors for freight and trade traffic. It connects Norway’s and Sweden’s largest ports with the European mainland via the Fehmarn belt fixed link and the Scandinavian – Mediterranean Corridor. Unfortunately, despite its strategic importance, the route is undersized and bottlenecked – particularly due to the lack of double tracks. This limits the capacity for rail freight traffic and hinders efficient transport flows within the Corridor.

The amendment reflects the strategic importance of strengthening connectivity along the Thessaloniki – Varna – Constanța axis, in line with the Memorandum of Understanding on Enhanced Cross-Border Cooperation under the Black Sea – Aegean Sea Corridor Platform. This axis forms part of the Eastern branch of the corridor linking the Aegean Sea to the Black Sea and is identified by Bulgaria, Greece and Romania as a priority for coordinated development of multimodal, interoperable and dual-use infrastructure. Strengthening this connection enhances continuity between major TEN-T corridors, improves cross-border transport flows and contributes to the resilience and efficiency of the internal market. In the current geopolitical context, these links are also essential for ensuring military mobility, supporting supply chains and reinforcing the Union’s capacity to respond to crises. At the same time, they contribute to regional development, economic integration and the better use of EU funding through coordinated planning and implementation.

The Sundsvall –Trondheim corridor plays a strategic role in linking the Baltic Sea region with the Norwegian Sea, ensuring access to an ice-free Atlantic port year-round. As such, it strengthens the EU’s external connectivity and reduces dependency on more vulnerable east–west routes. The corridor is also of high relevance from a dual-use and military mobility perspective. It provides a critical westward connection to central Norway, including the Trondheim region, which hosts key NATO infrastructure. Enhancing this corridor would improve the capacity for rapid and reliable movement of military personnel and equipment, in line with EU and NATO objectives on military mobility and preparedness.
In addition, the corridor contributes to regional cohesion and economic development in sparsely populated areas of northern Sweden and Norway. It supports sustainable transport solutions, including modal shift to rail, and facilitates cross-border trade and logistics between the EU and Norway.
