Motion for a resolution	AmendmentA b. whereas weather and climate-related extremes caused over EUR 650 billion in economic losses from 1980 to 2022: whereas, moreover, as as highlighted in the EEA Report No 1/2024, the implications of climate change affect the whole European continent, but disproportionately affect vulnerable populations due to socio-economic factors further hampering the ability of vulnerable groups to recover from disasters, in particular in less developed regions; whereas the same report also warned that the bloc is unprepared for the effects of climate change even if the world manages to keep global temperature rise to 1.5 degrees Celsius, as set down in the Paris Agreement; whereas, as per the report, if decisive action is not taken now, most climate risks identified (in the assessment) could reach critical or catastrophic levels by the end of this century;
