Motion for a European Parliament resolution on the threat of famine following the spread of conflict in Sudan

The European Parliament,

–having regard to Rule 144 of its Rules of Procedure,

A.whereas the ensuing violence in Sudan has killed thousands of innocent civilians, displaced more than 5.9 million people and forced 1.4 million to flee to neighbouring countries ;

B.whereas the humanitarian crisis is exacerbated by shortages of food, water, medicines and fuel, driving about 17.7 million people into acute food insecurity ;

C.whereas civilians were killed and injured in both indiscriminate and targeted attacks in many parts of the country including Khartoum, but particularly in West Darfur where the RSF and allied militias carried out ethnically motivated attacks against the Masalit and other non-Arab communities ;

1.Is deeply concerned by the violent attacks, the displacement internally or in neighbouring countries of millions of Sudanese, the looting and destruction of civilian infrastructures and major obstacles to humanitarian assistance, which have aggravated the food crisis throughout the country;

2.Calls on the belligerent parties to end all attacks on civilians and civilian infrastructures and ensure unhindered and immediate humanitarian access;

3.Strongly condemns violations of international humanitarian and human rights law by both the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) and their allied militias and the use of sexual violence in the conflict;

4.Calls for a negotiated and peaceful resolution to the conflict based on an inclusive dialogue involving all relevant stakeholders including civil society and including accountability for violations and justice for victims;

5.Urges all countries to respect the UN Security Council’s arms embargo on Darfur by refraining from transferring weapons and ammunition to the SAF, the RSF and other actors; calls on expanding the arms embargo throughout the country;

6.Calls on the EU to urgently apply under the EU Global Human Right Sanction Regime targeted sanctions on leaders of the SAF and the RSF and other actors responsible for human rights abuses;

7.Calls on the EU to provide assistance needed to the ongoing International Criminal Court (ICC) investigation into crimes in Darfur and to support the work of the UN’s Independent International Fact-Finding Mechanism on Sudan, and engaging with the African Union and AU states to do likewise;

8.Deeply regrets the termination of the mandate of the UN Integrated Transition Assistance Mission in the Sudan (UNITAMS) completing in the end of February; calls to strengthen a UN presence in Sudan that could deter further atrocities, protect civilians and monitor human rights violations;

9.Calls for the EU and in its Member States to increase emergency funding to ensure cross-border largescale humanitarian response throughout the country as well as in neighbouring countries;

10.Urges the EU to immediately refrain from returning Sudanese nationals to Sudan or any transfer to a third country where they may be at risk of being returned to Sudan; calls on the EU and its Member States to ensure safe and regular access to the EU territory and asylum procedures for Sudanese nationals;

11.Instructs its President to forward this resolution.
