European Parliament resolution on Political prisoners in Cuba, in particular the case of Félix Navarro and his daughter Saylí Navarro

The European Parliament,

having regard to Rules 150(5) of its Rules of Procedure,

whereas the US blockade on Cuba, in place since 1962, constitutes the longest and most comprehensive unilateral sanctions regimes in modern history and violation of the basic human rights of the Cuban people;

Whereas, in 2025, the UN General Assembly, for the 33rd time, approved by an immense majority the end of the US blockade against Cuba;

whereas the 2026 tightening of the blockade, included blocking fuel access, financial transactions and secondary sanctions against foreign companies, further aggravated the situation and affected European economic operators;

whereas the extraterritorial application of unilateral sanctions undermines international law, multilateralism and the EU’s economic sovereignty;

whereas the humanitarian consequences include severe shortages of fuel, electricity, medicines and essential goods, prolonged blackouts, difficulties in food and water distribution and growing pressure on public services, leading to a dramatic increase in infant mortality;

whereas the Cuban people are facing a extreme situation requiring solidarity, humanitarian assistance and respect for their right to self-determination;

whereas the EU-Cuba Political Dialogue and Cooperation Agreement provides the appropriate framework for dialogue, cooperation and engagement based on mutual respect, including regarding human rights;

whereas the blockade also negatively affects the living conditions of all prisoners, including Félix Navarro and Sayli Navarro;

Strongly condemns the US blockade on Cuba and calls for its immediate lifting, in line with the repeated resolutions of the United Nations General Assembly;

Rejects the extraterritorial application of unilateral US sanctions and calls on the EU and its Member States to protect European citizens, companies and operators from their unlawful effects;

Calls for increased EU humanitarian assistance to support the Cuban population, including through the facilitation of access to fuel, medicines, food, medical equipment and other essential goods;

Expresses solidarity with the Cuban people and rejects the use of human suffering as a tool for political pressure or regime change;

Calls for the respect of Cuba’s sovereignty and its right to pursue its own political, economic, social and cultural development without external interference;

Recalls international human rights obligations, including the respect for the right to peaceful assembly and freedom of expression, as enshrined in the Universal Declaration of Human Rights and international treaties to which EU Member States, the United States and Cuba are parties;

Calls on EU and Member States diplomacy to address the situation of Félix Navarro and Saylí Navarro, in the framework of the EU-Cuba Political Dialogue and Cooperation Agreement;

Condemns all violations of international human rights law, including those committed at the Guantánamo detention facility, and reiterates its call for its closure;

Reaffirms that constructive dialogue, cooperation and sovereign development, rather than blockades and coercion, are the most effective means to improve human rights and living conditions;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the EU Member States and the Government and National Assembly of the Republic of Cuba.
