European Parliament resolution on the Threat of War Crimes, the Escalating Violations of International Humanitarian Law and the Human Rights Situation in El-Obeid, Sudan

The European Parliament,

having regard to its previous resolutions on Sudan;

having regard to Rule 150 (5) of its Rules of Procedure;

whereas El-Obeid has become the focus of intensified military operations, drone strikes, attacks on civilian infrastructure and restrictions on humanitarian access, placing hundreds of thousands of civilians at immediate risk and raising fears of an immediate offensive and atrocities similar to those committed in El Fasher;

whereas during and after the siege of El Fasher, RSF forces committed mass killings, sexual violence, abductions, torture and attacks on hospitals and displacement sites;

whereas both parties to the conflict have repeatedly violated international humanitarian law and international human rights law through indiscriminate attacks against civilians, ethnically and religiously targeted violence, conflict-related sexual violence, including against children, the recruitment and use of child soldiers, arbitrary detention and other abuses that may amount to war crimes and crimes against humanity;

whereas women and children have been disproportionately affected by the conflict, with hospitals, schools, water facilities and humanitarian infrastructure increasingly targeted or damaged;

Expresses deep concern over report of the continued assault on El-Obeid by the RSF and strongly condemns the escalating violence and grave violations of international humanitarian law and international human rights law; urges the SAF and RSF to cease indiscriminate attacks on civilian infrastructure and ensure safe passage for civilians seeking to flee conflict-affected zones;

Calls on all parties to comply with international humanitarian law and the Jeddah Declaration, protect civilians and ensure rapid, safe and unhindered humanitarian access by guaranteeing the safety of humanitarian personnel, the delivery of food, clean water, fuel, medical supplies and other life-saving assistance, the prevention of conflict-related sexual violence, and adequate support for survivors;

Urges all parties to engage constructively and in good faith in internationally and regionally supported peace initiatives with the objective of achieving an immediate ceasefire and a sustainable political settlement;

Calls on the international community, including regional actors, to cease the supply of weapons, financing and logistical support to any of the parties to the conflict, and to support coordinated diplomatic efforts led by the UN and the African Union;

Calls for the EU to maintain and, if necessary, expand restrictive measures against individuals and entities responsible for atrocities, obstructing humanitarian assistance or undermining peace, security and stability in Sudan;;

Urges the EU and its Member States to strengthen humanitarian assistance to Sudan and neighbouring countries hosting displaced populations, enhance monitoring of the human rights situation in El-Obeid and throughout Sudan, and for full, independent, and impartial investigations into all violations of international law;

Stresses that Sudan’s future cannot be shaped by violent extremist groups and networks, including those linked to the Muslim Brotherhood, whose destabilising influence has long fuelled violence and instability in Sudan and across the region;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the Sudanese authorities, the African Union, and the Secretary-General of the United Nations.
