European Parliament resolution on the threat of war crimes, the escalating violations of international humanitarian law and the human rights situation in El-Obeid, Sudan

The European Parliament,

– having regard to Rule 150 (5) of its Rules of Procedure,

A. whereas the violent conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) since April 2023 has caused a grave humanitarian crisis with a high death toll;

B. whereas in late October 2025, the RSF captured El Fasher, leading to serious atrocities, including ethnically targeted killings and sexual violence,

C. whereas as of late June 2026 the RSF has concentrated significant forces around El-Obeid, raising the risk of further mass atrocities;

D. whereas more than 14 million people have been displaced, putting enormous pressure on

neighbouring countries;

E. whereas there have been incidents of violence and security challenges linked to Sudanese

nationals in Europe;

1. Demands that the RSF immediately halt its assault on El-Obeid and that all parties prevent attacks on citizens;

2. Expresses its deep concern that the pattern seen in El Fasher could repeat in El-Obeid;

3. Strongly condemns the continued violence across Sudan, particularly in the Kordofan states, and its devastating humanitarian consequences;

4. Strongly condemns targeted violence against Christian communities and non-Arab ethnic

groups and calls on all parties to respect freedom of religion and belief;

5. Calls on all parties to fully comply with their obligations under international humanitarian

law and abide with the commitments made under the Jeddah Declaration;

6. Calls on all parties to ensure safe regional evacuation routes and cross-border humanitarian access across Africa, with strict preference for placement in neighbouring countries and no pathways to Europe;

7. Calls for an immediate end to all external military support for the parties in the conflict

that prolongs the conflict, while recognising the legitimate security interests of regional

states;

8 Supports the efforts of the African Union (AU) and regional partners to promote a

sustainable peace process that includes civilian voices and reflects the realities on the ground;

9. Is very concerned about the destabilising effect of mass displacement on the region and

the risk that and that the conflict continues to fuel irregular migration flows towards Europe, challenging social cohesion and public security across the Union;

10. Recognises that the mass displacement risks further straining social cohesion in Europe

and therefore stresses the need for a clear preference for regional solutions and responsible burden-sharing within the region;

11. Notes the role of external actors in the conflict and calls for a more coordinated European

policy on arms flows, and diplomatic engagement with key regional players;

12. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, the European External Action Service, the governments and parliaments of the Member States, the African Union, and the authorities of Sudan.
