| Ga. whereas the unilateral shift of the observation period from 2008 to 2014 illustrates a broader pattern in which the Commission uses its delegated powers under Article 290 TFEU to introduce substantive policy changes with significant economic impact across the agri-food and biofuel value chains, rather than limiting itself to the technical, non-essential adjustments for which such delegation is intended; whereas, more generally, recourse to delegated acts should be discouraged and, in any case, strictly defined in the basic act, as the procedure does not provide the same level of democratic scrutiny as the ordinary legislative procedure, thereby leaving matters of significant economic and political importance solely in the hands of the Commission; |
