European Parliament resolution on escalating trafficking and exploitation by criminal groups in Haiti

The European Parliament,

– having regard to Rule 150 of its Rules of Procedure,

Whereas Haiti’s political institutions remain paralyzed; whereas in 2025 the Security Council authorized the transformation of the Multinational Security Support Mission into the Gang Suppression Force (GSF); whereas these structures remain underfunded and understaffed;

Whereas by March 2026 over 5,500 homicides were recorded and 1.45 million people were internally displaced;

Whereas criminal gangs exploit the absence of state authority to impose violent parallel governance, including massacres and sexual violence, disproportionately affecting women and girls; whereas recent drone attacks by Haitian security forces have killed 1,243 people and injured 738, raising serious concerns over civilian harm and accountability;

Whereas around 26 gangs operate in Port-au-Prince, involving up to 50% children among their members, who are recruited, trafficked, and forced into criminal and sexual exploitation;

Regrets that cuts to US humanitarian aid and reduced UN funding have left the humanitarian response severely underfunded, while restrictive measures by the Donald Trump administration—including attempts to end Temporary Protected Status for Haitians—have further exacerbated vulnerabilities; regrets continued deportations to Haiti without reintegration support;

Calls on Haitians authorities to prioritize justice, ensure redress, humanitarian assistance, and implement coordinated security measures, while taking concrete steps to fight impunity and hold those responsible for violations and abuses accountable

Condemns killings and extrajudicial executions during police operations and calls for an assessment of EU support to the Haitian National Police ;

Urges authorities to strengthen social protection, ensure safe education, expand psychosocial care, and combat child trafficking and exploitation through better protection, accountability, and victim support; calls for timely, survivor-centered care, increased humanitarian funding, and support for displaced people and reintegration of deportees;

Supports the rollout of specialized judicial units to prosecute mass crimes, including sexual violence, improve detention conditions, and advance justice reforms;

Calls on the EU to support a national Disarmament, Dismantlement, and Reintegration (DDR) policy—including reactivating the National DDR Commission—and to fund demobilization, reintegration, and reconciliation programs, particularly for children formerly associated with armed or criminal groups, ensuring rights-based pathways out of violence;

Calls for sustained, predictable international support for the GSF, including funding, personnel, and technical assistance to strengthen security and state institutions in Haiti; urges the EU to ensure human rights safeguards in GSF operations through stronger monitoring, reporting, and accountability, with focus on preventing sexual violence, involving Haitian civil society, and ensuring prompt, impartial investigations of abuses; stresses that the GSF must remain effective, transparently governed, respectful of Haitian sovereignty, and attentive to the root causes of instability;

Calls on the EU to increase well-monitored humanitarian and development aid and adopt a coherent long-term strategy supporting security, development, political transition and civil society participation;

Instructs its President to forward this resolution to the Council, the Commission, the High Representative of the Union for Foreign Affairs and Security Policy, and the Haitian authorities.
