European Parliament resolution on the post-election situation in Uganda and threats against opposition leader Bobi Wine

The European Parliament,

having regard to its previous resolutions on Eastern Africa,

having regard to Rule 150 (5) of its Rules of Procedure,

whereas general elections took place in Uganda on 15 January 2026 and were marred with irregularities; whereas the official results declared that long-standing President Yoweri Museveni had secured re-election for a seventh consecutive term; whereas the main opposition party, the National Unity Platform, led by Robert Kyagulanyi, known as Bobi Wine, rejected the results as fraudulent;

whereas the election and its aftermath has been characterised by reports of intimidation, arbitrary arrests, surveillance, and harassment of members of the political opposition, civil society actors, journalists, and ordinary citizens, contributing to a climate of fear;

whereas Bobi Wine has faced persistent threats to his personal safety and remains in hiding; whereas his residence was subjected to a military siege, during which his wife and staff were assaulted and property was destroyed; whereas President Museveni’s son, who serves as the head of the Ugandan military, has threatened to kill him;

whereas reportedly at least seven people have been killed in post-election clashes; whereas the authorities have carried out mass arrests of National Unity Platform supporters and forcibly disappeared two senior leaders, who remain missing; whereas attacks against the opposition have intensified after the election;

whereas Uganda is a party to regional and international human rights instruments, including the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights, which guarantee freedoms of expression, assembly, association, and political participation;

whereas the protection of opposition leaders and their supporters is essential to the integrity of democratic processes, political pluralism, the rule of law, and to long-term political stability;

Condemns all forms of intimidation, violence, harassment, and threats directed at opposition leaders, including Bobi Wine, his family, associates, and supporters;

Calls on the Government of Uganda to immediately ensure the physical safety, freedom of movement, and fundamental rights of all political actors, regardless of political affiliation;

Demands the cessation of arbitrary arrests, enforced disappearances, unlawful surveillance, and the use of excessive force by security forces, and the immediate release of all arbitrarily detained persons;

Urges Ugandan authorities to conduct prompt, independent, and transparent investigations into all reported human rights violations, and to hold perpetrators accountable in accordance with the law;

Affirms the right of Ugandan citizens to peaceful assembly, free expression, access to information, and meaningful participation in political life without fear of reprisal;

Calls upon regional bodies, including the African Union and the East African Community, as well as the international community, to closely monitor the situation in Uganda and to engage through diplomatic and legal means to promote respect for human rights and democratic norms;

Instructs its President to forward this resolution to the Council, the Commission, the HR/VP, the Government and Parliament of the Republic of Uganda, the East African Community, the African Union and the United Nations.
