European Parliament resolution on Post-election situation in Uganda and threats against opposition leader Bobi Wine

The European Parliament,

having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

whereas the presidential election held on 15 January 2026 in Uganda was marked by widespread intimidation, fraud, violence, and a nationwide internet blackout, whereas 81-year-old General Yoweri Museveni, in power since 1986, was declared the winner with a reported 71.65% of the vote;

whereas the opposition, led by Robert Kyagulanyi Ssentamu (Bobi Wine) of the National Unity Platform (NUP), rejected the results as fraudulent, citing widespread violence, ballot stuffing and pre-ticked ballots;

whereas following a military raid on his residence, opposition leader Bobi Wine was forced into hiding for his safety; whereas his wife, Barbara Kyagulanyi, was reportedly assaulted and threatened with weapons by soldiers at her residence; and had to relocate outside Uganda for her safety;

whereas hundreds of individuals, including the NUP Vice Presidents Jacklyn Jolly Tukamushaba, reportedly disappeared after the elections, with many families losing all contact and the whereabouts of these individuals remaining unknown;

whereas the Chief of Defence Forces and President’s son, General Muhoozi Kainerugaba, publicly issued death threats against Bobi Wine and claimed responsibility for the arrest of 2,000 NUP supporters and the killing of at least 22 individuals, whom he labelled "hooligans" and “terrorists”;

whereas long-standing opposition leader and four-time presidential candidate Dr. Kizza Besigye was illegally rendered from Kenya to Uganda and detained for over one year prior to the elections, faces a treason trial, is nearly 70 years old, severely ill, and reportedly denied adequate medical care.

Condemns in the strongest terms the fraudulent conduct of the 15 January 2026 elections and the brutal crackdown on political opposition, civil society, and independent media.

Calls for the immediate and unconditional release of Dr. Besigye and all individuals arbitrarily detained in connection with the elections and demands an immediate end to violence and harassment against Barbara Kyagulanyi and all opposition figures.

Demands an immediate end to the military pursuit and harassment of Robert Kyagulanyi Ssentamu and urges the Ugandan authorities to provide clear guarantees for his safety and right to peaceful political activity.

Urges the authorities to clarify without delay the fate and whereabouts of all reported missing persons and to ensure detainees’s access to legal counsel and their families.

Calls for an independent and impartial investigation into extrajudicial killings and public threats and admissions made by General Muhoozi Kainerugaba.

Calls on the VP/HR and the Commission to immediately re-evaluate EU-Uganda cooperation and implement targeted sanctions against individuals, including military leaders responsible for serious human rights violations and democratic subversion.

Calls on the International Criminal Court to investigate systematic and continuous crimes against humanity committed by ruling political and military leaders in Uganda and other countries in Africa.

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the African Union, and the President and Parliament of the Republic of Uganda.
