Motion for a European Parliament resolution on severe political, humanitarian and human rights crisis in Sudan, in particular the sexual violence and child rape

The European Parliament,

 having regard to its previous resolutions on Sudan

–having regard to Rule 150(5) of its Rules of Procedure,

A.whereas the conflict, which erupted in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), has led to the deaths of thousands of civilians, the destruction of vital infrastructure, famine and epidemics ;

B.whereas the crisis has displaced over 3.7 million people, who face a lack of basic services and acute medical shortages;

C.whereas sexual violence and abduction have been used as a weapon of war in Sudan, with women and girls being disproportionately targeted, often with impunity for the perpetrators and leaving lasting physical and psychological scars on the victims;

D.whereas reports from humanitarian organizations, including the United Nations have documented systematic sexual violence perpetrated by both government and militia forces, including sexual violence against refugees and internally displaced persons in camps and settlements;

E.whereas Sudan’s institutions, which were already fragile due to years of political instability, corruption, and lack of rule of law, have been unable to provide effective protection or justice for victims of sexual violence and other crimes;

F.whereas the UN Security Council has called for urgent action to prevent further atrocities and hold perpetrators accountable for rapes;

1.Strongly condemns the systematic rapes perpetrated against innocents, particularly children in Sudan.

2.Calls for the establishment of international mechanisms to investigate and document sexual violence in Sudan, with a focus on ensuring accountability for perpetrators, including members of both the Sudanese Armed Forces and the Rapid Support Forces whose acts are considered as a crime against humanity.

3.Calls for the immediate cessation of all forms of violence and the commitment of all parties to the conflict to respect international humanitarian law.

4.Calls for the urgent establishment of international safe zones where refugees, internally displaced persons, and survivors of sexual violence can seek medical care, and legal services.

5.Calls for an immediate international response to end the crisis and bring perpetrators of sexual violence and human rights abuses to justice.

6.Instructs its President to forward this resolution to the Council, the Vice President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the European External Action Service, the African Union; the ACP-EU Council of Ministers and the Governments and Parliaments of Sudan.
