Motion for a European Parliament resolution on the severe political, humanitarian and human rights crisis in Sudan, in particular the sexual violence and child rape

The European Parliament,

–having regard to Rule 150(5) of its Rules of Procedure,

A.whereas the war in Sudan that broke out in April 2023 between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) has led to a humanitarian catastrophe; whereas Sudan is facing a severe hunger crisis with millions of people experiencing acute food insecurity;

B.whereas since the start of the conflict, more than 8 million people have been displaced internally and over 3 million have fled to neighbouring countries;

C.whereas sexual violence is being committed on a massive scale; whereas according to UN High Commissioner for Human Rights Volker Türk, over half of reported rape cases in Sudan were gang rape, indicating that sexual violence is being used as a weapon of war;

D.whereas according to UNICEF, children under five, including babies, are among victims of sexual violence;

E.whereas the RSF and their allies systematically commit ethnic cleansing and targeted violence against the ethnic Massalit and black Christian communities in Darfur;

1.Is very concerned about the ongoing humanitarian disaster in Sudan; strongly condemns the grave violence against civilians by both the SAF and RSF; strongly condemns the widespread sexual violence;

2.Is very concerned about the destabilising effect of mass displacements in the whole region; notes that according to the Egyptian government, 1.2 million Sudanese have arrived since April 2023 but that the real number is, according to local organisations, significantly higher; notes that according to statistics, there is an increased movement of Sudanese refugees to Europe; insists on the regional placement of Sudanese refugees; observes that both the Syrian and Sudanese crises underline the need of an externalisation of asylum policy and regional protection areas;

3.Condemns the systematic atrocities committed by the RSF against Christians in Darfur;

4.Notes that weapons and ammunition from China, Russia, Serbia, Turkey, Yemen and the United Arab Emirates are being imported in large quantities into Sudan;

5.Notes that throughout history, sanctions against Sudan have never worked and have caused only more misery to the population; considers that the sanctions imposed by the US against the leaders of RSF and SAF are a way of deflecting responsibility and do not address the historical and systemic causes of the conflict;

6.Instructs its President to forward this resolution to the Council, the Commission, the Vice- President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, the European External Action Service, the governments and parliaments of the Member States and the United Nations.
