European Parliament resolution on the need for the EU’s continuous support for Ukraine

The European Parliament,

–having regard to its previous resolutions on Ukraine and Russia,

–having regard to Rule 167(2) of its Rules of Procedure,

A.whereas two years have passed since Russia launched an unprovoked, unjustified and illegal military attack against Ukraine, with far-reaching consequences not only for Ukraine but also for the European Union itself;

B.whereas there is a real risk of escalation of the war in Ukraine, in light of the increasingly brutal developments in the conflict;

1.Condemns Russia’s continued aggression against Ukraine, and, in this context, denounces, in the strongest possible terms, the recent brutal attack on the children’s ward of Ohmatdyt hospital in Kyiv and expresses its solidarity with the victims; expresses its sincerest condolences to the families of all the victims of the unrelenting conflict, particularly innocent civilians;

2.Calls for an immediate end to the bloodshed and destruction in Ukraine; strongly believes that continued diplomatic efforts are needed in order to end the war and find a peaceful solution, in the interest of all citizens affected by the conflict;

3.Reaffirms its position regarding the continued support for the independence, sovereignty and territorial integrity of Ukraine within its internationally recognised borders, and regarding the commitment to support Ukraine in various ways, while respecting the individual security interests of the Member States;

4.Recalls that every Member State is sovereign regarding its decisions on providing financial, military and diplomatic support to third countries;

5.Stresses that a country cannot accede to the EU until it has fulfilled all the conditions for EU membership, including the criteria laid down in the Treaty on European Union and the Copenhagen criteria; underlines that Ukraine’s accession to the EU must be unanimously approved by the Council; acknowledges that Ukraine will adopt an Action Plan dedicated to the protection of the rights of national minorities; urges the Ukrainian authorities to fulfil the requirement relating to the protection and enforcement of the rights of national minorities;

6.Calls on the Ukrainian authorities to ensure freedom of expression and to step up their efforts in the fight against corruption;

7.Expresses grave concern regarding the precarious situation of national minority communities in Ukraine, who are often the targets of unfounded discrimination;

8.Is of the conviction that there is no military solution to the conflict and that peace is the only viable and sustainable solution;

9.Urges the parties to open diplomatic channels, with the aim of concluding a lasting peace agreement;

10.Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the President, Government and Verkhovna Rada of Ukraine, and the Secretary-General of the United Nations.
