The proposed text restricts support for investments, made to comply with union law, to a period of 36 months (after imposition of new requirements, or after young farmers setting up as a farmer). This would have significant implications for implementation, resulting in a substantially increased administrative and control burden for all projects, as it would need to be verified for each case whether the holding already complied with Union law prior to the investment (e.g. manure storage capacity). This would make the requirements more bureaucratic and complex. A preferable approach would be a regulation that the supported investment must comply with Union law after its implementation, as the necessary documentation regarding the investment itself is already available to the paying agencies.

| Young farmers setting up for the first time as owners of a farm may be granted investment support to enable them to comply with the requirements of Union law for a maximum period of 36 months from the date of setting up, or until the completion of the measures set out in the business plan referred to in Article 75(3). |
This Amendment aims to consolidate and strengthen the safeguards and financial support provided to young farmers during the critical phase of their initial establishment as farm owners.

| For young farmers setting up for the first time in an agricultural holding as head of the holding support for investments to comply with the requirements of Union law may be granted for a maximum period of 36 months from the date of setting up, or until the actions defined in the business plan referred to in Article 14(3) are completed. Member States may only grant payments under this paragraph in order to compensate beneficiaries for all or part of the additional costs related to the compliance with those requirements. |
To ensure that young farmers have more time and flexibility to access finance and adjust to new Union legislation in an increasingly challenging context, the grace period in the abovementioned Article should be extended from 36 to 60 months.

| – The maximum support rate applicable to the interventions referred to in Article 5(1), point (i), of this Regulation [investments for farmers] shall be 75 % of the total eligible costs of each intervention. However, the maximum support rate applicable to the interventions referred to in paragraph 1, point (i), targeting young farmers shall be 85 % of the eligible public expenditure |
| Text proposed by the Commission | Amendment |
|---|---|
| – At least 10 % of the total amount dedicated to CAP interventions set out in Article 10(2), point (a)(ii), shall be set out for interventions targeting young farmers. |
| Text proposed by the Commission | Amendment |
|---|---|
| – Article 13b(2) | |
| Member States producing cotton shall support investments promoting sustainable cotton cultivation through precision agriculture, water-efficient irrigation, integrated pest management, improved seed varieties and low-carbon production methods, while safeguarding the competitiveness of the Union cotton sector and maintaining strategic textile value chains within the Union. | |
| The Commission shall ensure that future revisions of the CAP maintain dedicated crop-specific support for cotton in recognition of its economic, environmental and strategic importance for regions where cotton cultivation constitutes a major source of employment and rural income. |
| Text proposed by the Commission | Amendment |
|---|---|
| The maximum support rate applicable to the interventions referred to in paragraph 1 point (1) [investments for farmers] shall be 75% of the total eligible costs of each intervention. However, the maximum support rate applicable to the interventions referred to in paragraph 1, point (i), targeting young farmers shall be 85 % of the eligible public expenditure. By way of derogation, non-productive investments contributing to environmental, climate, animal welfare or biodiversity objectives may be supported at a rate of up to 100 % of the total eligible costs. |
Article 35 para. 4 Sub-paragraph 2 + "By way of derogation, non‑productive investments contributing to environmental, climate, animal welfare or biodiversity objectives may be supported at a rate of up to 100 % of the total eligible costs."
| Text proposed by the Commission | Amendment |
|---|---|
| Where investments concern animal housing or livestock production systems, Member States shall define animal welfare criteria and indicators in their NRP Plans, including, where relevant, space allowance, access to outdoor areas, enrichment, animal-based welfare indicators, mortality rates, prevalence of injuries, and antimicrobial use. |
| Text proposed by the Commission | Amendment |
|---|---|
| In their annual implementation reports, Member States shall report on the volume of support granted under this Article for investments in animal husbandry facilities and livestock production systems, and also on the anticipated contribution of these investments in terms of improving animal health and welfare. |
| Text proposed by the Commission | Amendment |
|---|---|
| 6a. Subject to compliance with Article 20(4) [national contribution to the estimated costs], the minimum national contribution to the interventions referred to in paragraph 1 points (d) to (k) shall be no less than 30% of the total estimated costs of each intervention. | |
| The maximum support rate applicable to the interventions referred to in article 5(1) of point (I) of this Regulation shall be, as a general rule, 75% of the total eligible costs of each intervention. | |
| However, the maximum support rate applicable to the interventions referred to in paragraph 2, letter (f), targeting young farmers shall be 85 % of the eligible public expenditure. By way of derogation, the maximum support rate may be increased up to 100% for certain investments, including the non-productive ones. |
The fixed thresholds (EUR 130–240 per hectare) do not account for the diverse economic realities, production costs, and structural differences among Member States. Such rigid limits may constrain flexibility in allocating funds and could inadvertently exhaust financial resources, leaving insufficient support for other important interventions outlined in the plan.
Removing these limits would allow for a more adaptable and responsive approach, ensuring that financial assistance can be prioritized efficiently across a range of agricultural measures while avoiding unintended bottlenecks in funding.
Currently, some CAP interventions can have a maximum support rate above 75%/85% or even 100% compared to what is being proposed. We would like to keep the possibility for some interventions (for example investments, including non-productive) to benefit from a higher/maximum support rate.
| Text proposed by the Commission | Amendment |
|---|---|
| 6a. In the case of investments relating to diversification into plant-based proteins, Member States shall ensure that operational programmes incorporate the following: | |
| (a) prioritisation of funding for projects organised by cooperatives or producer organisations owned and controlled by farmers; | |
| (b) earmarking of a specific amount within the investment budgets for the establishment, expansion or modernisation of regional processing infrastructure, including cleaning, drying, sorting, storage, milling and heat treatment. This support shall be capped and shall be strictly reserved for equipment owned collectively by the farmers themselves. |
The lack of processing infrastructure at regional level is a major structural bottleneck slowing down the agri-environmental transition. The earmarking of these amounts under the CAP is necessary in order to guarantee that the investments for which aid is granted do not benefit industrial models likely to harm the goal of food sovereignty for producers.

| 6a. The maximum support rate applicable to the interventions referred to in Article 5(1), point (i), of this Regulation [investments for farmers] shall be 75% of the total eligible costs of each intervention. However, the maximum support rate applicable to the interventions referred to in paragraph 1, point (i), targeting young farmers, small farmers and farmers in areas with natural and other area-specific constraints shall be 85 % of the total eligible costs. | |
| By way of derogation from the first paragraph, Member States may decide to increase the maximum support rate to 100% for interventions referred to in Article 5(1), point (i), of this Regulation, for the restoration of productive capacity following exceptional events. |
Former NRP Art. 35(4) subpar (2) with targeted amendments: inclusion of small farmers and farmers in areas with natural or other specific constraints. Raising the maximum support rate to 85% of eligible public expenditure for investments targeting young farmers seeks to provide a meaningful incentive for new entrants. The derogation allowing Member States to increase the support rate to 100% for the restoration of productive capacity following exceptional events further ensures adequate support for farmers in crisis situations.

| 6a. The maximum support rate applicable to the interventions referred to in Article 5(1), point (i), of that Regulation [investments for farmers] shall, as a general rule, be 75% of the total eligible costs of each intervention. However, the maximum support rate applicable to the interventions referred to in paragraph 1, point (i), targeting young farmers shall be 85 % of the eligible public expenditure. By way of derogation, the maximum support rate may be increased up to 100% for certain investments, including the non-productive ones. |
former NRP Art. 35(4) subpar (2) Under the current programming period, some CAP interventions may benefit from a maximum support rate higher than 75%, 85%, or even 100% compared to what was proposed. We hope that the possibility of benefiting from a support rate higher than 75% will be maintained for certain interventions (e.g., investments, including non-productive ones). ADDITION: as a general rule + By way of derogation, the maximum support rate may be increased up to 100% for certain investments, including the non-productive ones. Not productive investments has always been granted at 100%, as they have mainly a agri-environmental scope, for example the building of buffer strips or forest viability and fires prevention

By way of derogation, non-productive investments contributing to environmental, climate or biodiversity objectives may be supported at a rate of up to 100 % of the total eligible costs. |
Farmers voluntarily undertaking non-productive investments that deliver environmental and climate benefits should not be financially disadvantaged. Maintaining the possibility of up to 100% support preserves the current CAP approach and recognises the contribution of farmers to countryside and landscape.

| 6b. Member States may support investments in water storage infrastructure, reservoirs, collective water supply systems, irrigation networks and related infrastructure aimed at securing agricultural water supply as part of climate adaptation and risk prevention strategies. Such support may also cover the development of new water supply infrastructure in agricultural areas that are increasingly exposed to drought, water scarcity or irregular precipitation due to climate change. Support shall be granted in compliance with Directive 2000/60/EC and shall contribute to sustainable water management, efficient water use and the prevention of production losses caused by climate-related water shortages. Investments in collective or off-farm water storage and water distribution infrastructure may be supported up to 100 % of all the eligible costs. |

Non‑productive investments do not generate private economic returns, yet are essential to delivering public goods e.g. biodiversity, climate mitigation, water retention, etc. Allowing 100% EU financing ensures farmers are not financially disadvantaged when undertaking actions that benefit everyone. This amendment restores the status quo i.e. full support for non‑productive environment/climate‑related investments, so ensuring continuity and maintaining EU environmental ambition.

| Crisis payments to farmers affected by natural disasters, adverse climatic events or catastrophic events | |
| 1. Member States may provide crisis payments to farmers that are affected by natural disasters, adverse climatic events or catastrophic events. If such events occur, support should be made available to farmers as soon as possible. Those payments shall aim at ensuring continuity of the agricultural activity of those farmers and shall be subject to the conditions set out in this Article and as further specified by the Member States. | |
| 2. Support under this Article shall be subject to the formal recognition by the competent authority of the Member State that a natural disaster, adverse climatic event or catastrophic event, as defined by the Member State, has occurred and that those events, or the measures adopted in accordance with Regulation (EU) 2016/2031 to eradicate or contain a plant disease or pest, or the measures adopted to prevent or eradicate animal diseases listed in the Annex to Commission Implementing Regulation (EU) 2018/1882, or the measures adopted regarding an emerging disease in accordance with Article 6(3) and Article 259 of Regulation (EU) 2016/429, have directly caused damage that has resulted in the destruction of at least 20 % of the average annual production of the farmer based on the preceding three-year period or based on a three-year average with reference to the preceding five-year period, excluding the highest and lowest years, or based on an average calculated with reference to a period not exceeding eight years, excluding the highest and lowest years. Member States may use an alternative suitable method to calculate the losses suffered by young farmers or new farmers or in other appropriate cases, such as the introduction of new crops into a holding. | |
| 3. Member States shall establish the applicable support rates for compensating the loss of production. These rates may be higher for farmers who also implement interventions or other preventive measures at farm level to reduce the level of production and income risks for which support is granted; this shall not prevent adequate compensation being granted to all farmers. Indexes may be used for calculating the loss of production. |

| Support for investments in undertakings that process or market agricultural products | |
| Member States may grant support to facilitate the development of undertakings that process or market agricultural products grown or produced on their territory whose supply is governed by supply chain contracts whereby the price of the product is established on the basis of the actual production costs incurred by the farmer. |
By seeking to bring different sectors of production closer together and developing local agri-food supply chains, rural areas can be promoted and revitalised. Requiring supply chain contracts to include pricing arrangements that properly factor in production costs and safeguard added value in agriculture would help to make these processes economically viable.

| Article 13b | |
| Article 13b (new) (formerly Article 39 of the NRP) Crop-specific payment for cotton | |
| 1. Bulgaria, Greece, Spain and Portugal shall grant a crop-specific payment for cotton to farmers producing cotton falling within CN code 5201 00. Those Member States shall lay down specific requirements to ensure a minimum level of production efficiency, product quality and economic viability, taking into account the role of cotton production in maintaining agricultural activity, rural employment, industrial processing capacity and added value in the producing regions. | |
| 2. The Member States referred to in paragraph 1 shall ensure that supported cotton production is compatible with the sustainable management of natural resources, such as water and soil, taking into account regional agronomic and climatic conditions, the availability of water resources, the use of efficient irrigation systems, soil management and precision farming. To that end, or in pursuit of other environmental or socio-economic objectives, those Member States may grant the aid for specific cotton varieties, in specific regions, or for specific types of farming, or may establish proportionate requirements related to agronomic practices. Those requirements will not result in the automatic exclusion of cotton production in irrigated areas where efficient and sustainable water management practices are in place. | |
| 11. For farmers who are members of an approved cross-sectoral organisation, the crop-specific payment for cotton for eligible hectares within the national base area laid down in paragraph 4 may be increased by at least EUR 2. To this end, Member States may lay down specific requirements for members of such cross-sectoral organisations, in particular requirements relating to quality, traceability, the concentration of supply, adaptation to market needs, sustainable water management, innovation or cooperation between farmers and ginners. |

The proposed amendments address the strategic need to innovate policies on generational renewal in agriculture, by supplementing the traditional concept of ‘first-time setting up’ with the institution of business succession. The introduction of business succession transforms the measure into a flexible tool that is in line with the structural reality of agricultural holdings, capable of combining the transfer of traditional agronomic skills with the essential drive for technological and managerial innovation brought by the younger generations.

Is propose removing point (c) from the list of eligible support under this Article. This provision is overly broad and could be interpreted to fund businesses entirely unrelated to agriculture or forestry, which falls outside the intended scope of the CAP.
Support for rural start-ups that are not directly linked to agricultural or forestry activities is more appropriately addressed through cohesion policy instruments rather than agricultural policy. Maintaining point (c) risks diverting resources from farmers directly engaged in agricultural production.
By removing this general provision, funding remains targeted to agricultural and forestry activities ensuring consistency with CAP objectives and efficient use of Union financial assistance.
The specific allocation for support to young farmers is included in the NRPP. We support the allocation of 6% of the total amount dedicated to CAP interventions, as set forth in Article 10(2), point (a)(ii), for interventions targeting young farmers.

Intervention (j), as defined in Article 14, is supposed to be income-support for farmers, as it is part of the money explicitly ring-fenced to this end. Contrary to Article 14, paragraph 2, lit (b), the set-up of rural business, however, does not relate to agriculture, meaning this measure supports non-farmers‘ income. Therefore, lit (c) needs to be funded from the non-ringfenced part of the NRPF and thus be removed from Article 14.

| 3a. Member States shall ensure that the requirements concerning the content, scope and level of detail of the business plan are proportionate and correspond to the amount of support applied for as well as to the size and structure of the holding concerned. |
The requirement for a business plan is, in principle, appropriate; however, it requires clear rules on proportionality and support to ensure that it does not constitute a de facto barrier to entry, particularly for young farmers and small farms. Free of charge and independent support for the preparation of the business plan is a key element for an effective and fair generational renewal.

| 4. Member States shall grant support in the form of lump sums or financial instruments or a combination of both. Support shall be limited to the maximum amount of aid of EUR 300 000 and may be differentiated in accordance with objective and non-discriminatory criteria. | 4. Member States shall grant support in the form of lump sums or financial instruments or a combination of both. These financial instruments should include interest-free loans to support the establishment of young farmers, as well as specific loans for collective land purchases. Support shall be limited to the maximum amount of aid of EUR 100 000 and may be differentiated in accordance with objective and non-discriminatory criteria, ensuring that the initial debt burden does not compromise the economic sustainability of the holding. Access to this support must furthermore be coupled with public mechanisms for the sharing and coverage of climate risks, in order to ensure that the cost of private insurance does not serve as an obstacle to establishment. In particular, Member States should take into account the different methods of production planned by the young and new farmers and prioritise the establishment of farmers engaged in sustainable production methods such as organic farming. |
The current ceiling of EUR 100 000 is high enough to support the establishment of young farmers. Raising this ceiling to EUR 300 000 would not encourage the establishment of a larger number of new farmers; instead, support would be focused on a limited pool of large-scale holdings, and the number of beneficiaries would decrease.

Support shall include eligible operational costs for the design and management of the grant, covered by a flat-rate financing of up to 20% of direct eligible costs. Member States shall ensure that minimum application thresholds are set at a low level to facilitate access for smaller beneficiaries, including the possibility of lower thresholds. |

| Article 14a | |
| Support for the transfer of a holding to a young farmer | |
| Support of up to EUR 35 000 shall be granted to farmers who are of statutory national retirement age and/or who receive an old-age pension and who transfer their holding to a young farmer granted support under Article 14(2)(a) or who transfer their entire holding under Article 14(2a). |
Generational renewal in farming is notoriously affected by major barriers to entry such as the lack of availability of land and credit. These issues are now systemic. The reluctance of farmers, often older farmers, to hand over their property partly explains why farmland is at a premium. This is a complex issue that touches on different socio-economic aspects of generational renewal. It would therefore be expedient to introduce a measure designed to encourage the transfer of agricultural holdings to young formers and provide some kind of support to those giving up their land.

| Article 14a Support for the transfer of a farm to a young farmer | |
| 1. A farmer who reaches the retirement age laid down by national legislation and/or who is in receipt of a retirement pension, and who transfers their farm to a young farmer receiving support under Article 14(2), (a) or who transfers the entire holding in accordance with Article 14(2a) (NEW) shall be granted support of up to EUR 35 000. |
Generational renewal in agriculture is notoriously hampered by significant and now structural barriers to entry, such as access to land and credit. With regard to the first point, another factor is the reluctance of farmers – who are often older – to transfer their holdings. This is a complex issue that touches on both the social and economic aspects of the generational transition process. It would seem appropriate to introduce a measure to encourage the transfer of holdings to young farmers, whilst also providing some form of support to the transferor.

| Member States shall include within their Generational Renewal Strategy specific measures to encourage and support women entering, managing and succeeding agricultural holdings. Such measures shall facilitate equal access to financial support, investment aid, land, advisory services, education and training, innovation programmes, childcare support and measures promoting an appropriate work-life balance, including maternity and paternity arrangements in accordance with national law. |
Women play a vital role in the economic, social and environmental sustainability of rural communities. Removing barriers to entry, ownership, succession and leadership will strengthen generational renewal and enhance the long-term resilience, competitiveness and food security of European agriculture.

| Member States may include in the strategy mechanisms for granting an advance on the support to young farmers who request this, and such advances may cover up to 50 % of the total amount of the support. |

Generational renewal in agriculture is hampered by structural barriers to entry, in particular access to land and credit. A contributing factor is the reluctance of older farmers to transfer their holdings. This amendment introduces a targeted measure to facilitate the transfer of agricultural holdings to young farmers by providing a form of support also to the transferring farmer, thereby addressing one of the root causes of the barriers to generational renewal in the sector.

| (f) support for rural business start ups; | (f) support for rural business start ups; the start-up of rural businesses linked to agriculture or forestry including the setting up of new farmers, or farm household income diversification into non-agricultural activities; |

This ensures that CAP support strengthens rural entrepreneurship while remaining focused on agricultural and forestry structures, new farmers and additional income opportunities for farm households.

|---|---|
| (f) support for rural business start ups; | (f) the start-up of rural businesses linked to agriculture or forestry including the setting up of new farmers, or farm household income diversification into non-agricultural activities; |
Linked to justification for amendment for Article 14 - the measure «support for rural businesses» does not relate to agriculture, meaning this is support for non-farmers‘ income. It needs to be removed from here and be funded from the NRPF share which is not dedicated to supporting farmers income. It also needs to be considered that such measure does NOT attract young farmers to agriculture, but can rather incentivize them to leave agriculture for any other business in the rural area. We therefore suggest to rather introduce the measure which is also proposed in Article 14, paragraph 2, lit (b).

This amendment adds a provision to the Commission’s text, specifying that the links and synergies between the various measures in the national reform programmes (NRPs) must also be reflected in financial terms, thereby promoting, amongst other things, the efficiency of public spending in the pursuit of important objectives such as generational renewal in agriculture.

| Article 16a | |
| Agricultural teaching, experimental and research holdings | |
| 1. By way of derogation from the definition of the term ‘holding’ set out in Article 4 of Regulation (EU) […] [NRP], an agricultural teaching, experimental or research holding shall be considered as an independent holding for all purposes pertaining to this Regulation, including capping, degressivity, redistribution payments and modulation of support as a function of size, and its operator shall be considered as an independent beneficiary in respect of this holding, provided that the following conditions are fulfilled on a cumulative basis: | |
| (a) the holding is operated by a legal person governed by public law, a university, a professional body or a non-profit-making educational, training or research institution recognised under national law; | |
| (b) the main purpose of the holding is agricultural and forestry education and training within the framework of an educational programme recognised under national law, agricultural and forestry research or agricultural and forestry experiments and demonstrations; | |
| (c) the holding is operated independently in organisational, personnel and accounting terms and has a separate management structure as well as spatially delimited production units; | |
| (d) the holding was already in existence as an independent production unit on 16 July 2025. | |
| 2. Separate aid applications may be submitted for each holding within the meaning of paragraph 1; an administrative decision shall be adopted for each holding. Infringements, discrepancies and sanctions affecting a holding within the meaning of paragraph 1 shall not affect the support granted to the operator’s other holdings. | |
| 3. The status of an independent holding pursuant to paragraph 1 shall not be deemed equivalent to the creation of artificial conditions for obtaining support. Member States shall verify fulfilment of the requirements under paragraph 1 on a regular basis, and shall revoke the status of an independent holding if one of these requirements is no longer fulfilled. | |
| 4. Operators shall not gain any entitlement under this Article to support for young farmers under Articles 14-16. |
The amendment eliminates the mandatory aggregation of agricultural teaching, experimental, and research holdings operated by the same legal entity, a requirement that affects educational institutions, universities, research institutes, and professional bodies in numerous Member States. Each site constitutes a functionally independent production unit with its own management; applying capping, degressivity, and modulation to the combined total of all sites defeats the purpose of these instruments, which are intended to target large commercial farming structures. The four cumulative conditions—namely, that the operator is a non-profit entity, that the principal purpose of the holding is education, research, or experimentation, that the holding is genuinely organisationally independent, and that it existed before the date on which the Commission proposal was submitted—ensure that only genuine teaching, experimental, and research holdings are covered and that no commercial structure can subsequently fall within the scope of the provision through restructuring or the establishment of purported educational facilities.
Paragraph 2 removes the administrative concentration of risk associated with a single, consolidated aid application, under which errors at one site may jeopardise the payments for all sites. Paragraph 3 clarifies the relationship between this provision and the anti-circumvention clauses of this Regulation and requires Member States to carry out continuous verification. Paragraph 4 ensures that the separate treatment of such holdings cannot be relied upon to derive eligibility for interventions supporting young farmers.

| Protein diversification strategy | |
| Member States shall establish in their NRP Plan a Strategy on Protein Diversification to enhance the effectiveness and coherence of interventions supporting protein diversification under this Regulation, and national initiatives. The Strategy shall include: | |
| (a) an assessment of the current situation as regards protein diversification in the feed and food sector, including national protein crop self-sufficiency rates and potential gaps in value chains for protein crops, including processing, storage and distribution facilities;(b) identification of entry barriers for protein diversification at farm-level for new and existing farmers, including as regards the cultivation of protein crops, and proposed national initiatives and measures to overcome them;(c) synergies between measures contributing to protein diversification set out in the NRP Plan. |
The EU's reliance on imported protein crops exposes the feed and food sector to supply volatility and weakens strategic autonomy. A dedicated Strategy on Protein Diversification ensures Member States take a coherent, evidence-based approach to closing self-sufficiency gaps and driving the uptake of protein crops.

Farm relief services are essential to ensure continuity of farm work and to make agricultural activity more compatible with sickness, childbearing, care responsibilities, holidays, training and other life events. They should therefore be supported by Member States rather than remain purely optional. The term “farmer” is too narrow, as family members working on the farm also contribute to the workforce, even where their work is unpaid. Extending access to them strengthens their position and helps secure the availability of labour on the holding.

„Farmer“ as a term is too narrow. Any family member working on the farm contributes to the workforce, even if not paid to this end. Farm relief services may therefore also be made available to family members, both strengthening their position (e.g. farmer’s wife in childbearing) as well as ensuring continuous availability of workforce on the farm.
