| 1. Member States shall provide incentives for the following actions beneficial for the climate, environment, animal health and welfare and sustainable forestry: | 1. Member States may offer voluntary incentives for agri-environmental, climate, animal welfare and sustainable forestry actions that farmers adopt. Such incentives must provide adequate compensation for the additional costs, loss of profits, transaction costs and, where relevant, lack of incentives to foster the adoption of sustainable practices without diminishing the profitability of the holdings. Member States may offer incentives for voluntary measures on water efficiency, reducing the carbon footprint, producing biogas or bioeconomy processes, among other things. They must respect the principles of equality and fairness, without discriminating against any form of agricultural or livestock production that fulfils the mandatory environmental and food-security requirements: |
Agri-environmental measures must be voluntary, capable of adoption and remunerated. They must not be turned into hidden obligations or an additional burden for agricultural and livestock farmers.

Such support may include efficiency measures, such as optimised nitrogen and nutrient management, production and use of renewable fertilisers, as well as extensification or production diversification measures, where technically and economically appropriate. |

Isolated practices can be supported through the CAP, but the financial incentives should be proportional to the level of efforts and environmental benefits delivered.Annual commitments are not sufficient to effectively support systemic agroecological transitions. The environmental benefits of system-based AECA schemes (soil, biodiversity, water quality) are cumulative and only become apparent after several years of continuous commitment.

The voluntary coupled support as is the case in the current CAP framework preserves national flexibility to support sectors that are economically or environmentally important without requiring production-linked payments where they are unnecessary or counterproductive in a view of local environmental conditions or market needs.

| Within the limits laid down by the WTO rules on trade in agricultural products and agricultural subsidies, where a Member State declares a state of crisis in respect of certain agricultural products it shall be authorised to use the resources of the crisis reserve to compensate, through an increase in coupled income support, the average differences between costs and revenues exceeding 20 %. Where revenue exceeds costs by more than 20 % coupled income support shall be suspended. The estimate of average costs and revenue shall be established annually at national level by recognised research institutes. |
The amendment seeks to allow coupled income support also to be used to address fluctuations in agricultural product prices. It is, however, an emergency measure. In order to ensure the mechanism’s objectivity and transparency, average costs and revenue are to be estimated annually at national level by recognised research institutes.

| Coupled payments are allocated as part of sectoral strategies drawn up by the Member State for the sector in question, with a view to strengthening and structuring that sector. In addition to coupled payments for active farmers, sector strategies include other tailored measures designed to ensure the organisation of production and processing, as well as the economic, environmental and social performance of the sector concerned, such as support or incentives for producer organisations, contractual arrangements, innovation, training, knowledge-sharing or product promotion. |
