Short justification
The regulation will form the basis for expenditure tracking and performance measurements under the next Multiannual Financial Framework. Therefore, it is not merely a technical detail but a strategic instrument for the future of the EU budget.
With this regulation, the Commission aims to establish a uniform and comparable system for tracking expenditures across all programmes, place a stronger focus on performance rather than solely on the disbursement of funds, and improve the link between political priorities, financial resources, and measurable results. The Commission expects this to reduce bureaucracy and increase transparency regarding Member States’ progress towards their goals.
A performance-based policy involves both assessments based on selected output, result, and impact indicators, in accordance with the performance, monitoring, and evaluation framework.
While I support the general direction, I have identified several critical issues, particularly for the agricultural sector, but not exclusively:
Performance measurement should not become an end in itself. More meaningful indicators are needed which focus on long-term effects rather than short-term outputs. The proposal includes two types of performance indicators: output and result indicators.
Impact indicators in the current CAP assess overall policy performance in relation to CAP objectives and broader environmental, economic, and social trends. Under this new proposal, the Commission is moving away from the current practice of collecting impact indicators for the CAP. Since the last CAP reform, these indicators provide and have provided essential qualitative data for the policy’s development. In my view, impact indicators must be reintroduced. Efficiency and real-world change can only be properly assessed through impact. Member States are already collecting these data, so there is no reason to discontinue this valuable practice.
The new regulation does not clearly provide for an intervention by the European Commission in the case that Member States do not meet their pre-agreed milestones and targets. The consequences of failing to meet targets remain open. This constitutes a major risk for the accountability of EU budget spending. That is why I reintroduce the possibility to ask Member Staes for an action plan to enforce remedial action, if policy objectives fail to be met.
In addition, concentration of land ownership in the EU hinders new entrants to get access to land. EU funding is often channelled via lease payments to the actual landowner, who does not cultivate the land.
Greater transparency with regard to landowners could give EU decisionmakers data on hand to fight against land concentration in the EU. Therefore, the introduction of this information is necessary within the framework of the Single Gateway.
The proposed target lacks ambition. By 2026, a 40% target is already expected to be achieved overall. Therefore, a target of 50% should be considered, encompassing climate, environment, and biodiversity objectives. Furthermore, to prevent a mathematical reduction in climate, environmental and biodiversity spending, the exception for security and defense expenditure should be removed from Article 4.
The system for accounting for climate action in the EU budget must be reformed to ensure a more honest and accurate reporting. That is why I propose changing the three-step to a five-step approach. This will further improve the transparency of the EU budget.
In summary, the performance model proposed by the Commission needs to be amended, so it lives up to its name. The model needs a more transparent, qualitative and honest approach to better track expenditure and performance in the upcoming multiannual framework to highlight good results and identify areas for improvement.

| (7a) Despite the fact that rural areas are home to a significant share of the Union's population, they face persistent disparities in access to essential services - including water management, distribution and sanitation, affordable housing, healthcare, digital connectivity and public transport – which continue to drive demographic decline and undermine the capacity of citizens to remain in the communities of their choice. The principle of the right to stay, understood as the right of people to remain in their local community without being forced to migrate due to a lack of opportunities, is an expression of the Union's commitment to territorial cohesion enshrined in Article 174 TFEU. In order to give operational effect to that principle, the performance framework established by this Regulation should ensure that EU budget expenditure for essential services contributes meaningfully to improving the quality of life in rural areas. To that end, performance indicators under those intervention fields should require Member States to report on the geographic distribution of supported operations and their beneficiaries, disaggregated by degree of urbanisation. For that purpose, rural areas should be identified on the basis of the Degree of Urbanisation (DEGURBA) classification at local administrative unit (LAU) level, as established by Eurostat within the territorial typologies framework introduced by Regulation (EU) 2017/23911a. For programme-level reporting and aggregation, results should be consistent with the urban-rural typology applied at NUTS 3 level derived from that classification, which allows for comparability across Member States and regions. | |
