AddedEXPLANATORY STATEMENT

AddedChina is increasingly gaining access to and exercising influence over European infrastructure and sectors of vital importance for the European Union.

AddedThis report addresses the security and defence implications of China’s influence on critical infrastructure in the EU. It outlines the peculiarities of China’s socio-political system and in particular its military-civil fusion strategy (MFC), in which Chinese companies and their international activities are an expansion of the Chinese Communist Party, which aims to increase its dominance in foreign countries to achieve geopolitical dominance.

AddedThe report identifies specific concerns of China’s MCF strategy targeting technology transfer, and in particular warns of EU’s vulnerabilities resulting from China’s monopoly of several key technologies and critical raw materials. Therefore, it recommends the EU’s need to reduce its external dependencies and increase its supply chain diversification and to develop coordinated strategies to map critical infrastructure across the EU, identify and assess potential risks of malicious foreign interference and implement measures to prevent or minimize any security threat to the Union.

AddedFinally, the report highlights the importance of strengthening the regulatory framework with regard to the screening of both inbound and outbound investments, ensuring a balanced approach that will safeguard the EU’s security interests and at the same time preserve European competitiveness.
