Draft european parliament legislative resolution

(Ordinary legislative procedure: first reading)

The European Parliament,

–having regard to the Commission proposal to Parliament and the Council (COM(2023)0584),

–having regard to Article 294(2) and Article 192(1) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C90385/2023),

–having regard to Article 294(3) of the Treaty on the Functioning of the European Union,

–having regard to the opinion of the European Economic and Social Committee of 13 December 2023,

–after consulting the Committee of the Regions,

–having regard to Rule 59 of its Rules of Procedure,

–having regard to the report of the Committee on the Environment, Public Health and Food Safety (A9-0037/2024),

1.Adopts its position at first reading hereinafter set out;

2.Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;

3.Instructs its President to forward its position to the Council, the Commission and the national parliaments.

Explanatory statement 3 blocks

Instead of the current annual reporting, Member States will report to the Commission every two years on specific reporting requirements relating to spatial information infrastructure in the field of the environment or activities that may affect the environment. This amendment to the Directive does not reduce monitoring or data collection by Member States.

From 31 March 2025, Member States will update a summary report every two years, no later than 31 March, which will be made available to the public.

The streamlining of reporting obligations in this proposal falls under the targeted category of reducing EU administration by 25%. As stated in the proposed amendment to this Directive, these changes relate to information such as utility networks, location of production and industrial facilities, etc., and therefore I have no objections to the proposed amendment to this Directive.
