Notes that cooperation with civil society organisations is essential for the development and implementation of Union policies; draws attention, in this context, to the potential risks of undue influence through lobbying activities by certain non-governmental organisations (NGOs) that receive significant funding from the Union budget; highlights in particular the role of the Commission and the decentralized and executive agencies, included European Climate, Infrastructure and Environment Executive Agency (CINEA), which manages major grant programmes such as LIFE; encourages Commission and CINEA to further strengthen ex-ante and ex-post controls, including clear provisions to prevent the use of EU funds for lobbying activities that could affect the independence of the Union decision-making process; |
