| (2a) The combustion-engine vehicle industry is heavily penalised by the method for calculating CO₂ emissions set out in Regulation (EU) 2019/631, which is limited to emissions during use (mileage). That calculation excludes the carbon footprint generated upstream, in particular the extraction and refining of raw materials for battery manufacturing. That bias prevents a comprehensive assessment of the real carbon footprint of electric vehicles over their entire life cycle, highlighting the need to promptly review Regulation (EU) 2019/631. |

It is therefore necessary to provide simplification to enhance the competitiveness of the Union battery industry and to urgently reconsider the ban on the sale of combustion engine vehicles planned for 2035, adopting an approach based on technological neutrality. |
