Motion for a european parliament resolution
–having regard to the Commission proposal to the European Parliament and the Council (COM(2025)0001 – C100056/2025),
–having regard to Regulation (EU) 2021/691 of the European Parliament and of the Council of 28 April 2021 on the European Globalisation Adjustment Fund for Displaced Workers (EGF) and repealing Regulation (EU) No 1309/2013 (“EGF Regulation”),
–having regard to Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021-2027 as amended by Regulation (EU, Euratom) 2024/765, and in particular Article 8 thereof,
–having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources, and in particular point 9 thereof,
A.whereas the Union has set up legislative and budgetary instruments to provide additional support to workers who are suffering from the consequences of major structural changes in world trade patterns or of the global financial and economic crisis, and to assist their reintegration into the labour market; whereas this assistance is made through a financial support given to workers and the companies for which they worked;
B.whereas Belgium submitted application EGF/2024/003 BE/Van Hool for a financial contribution from the European Globalisation Adjustment Fund (EGF), following 2 411 redundancies in the economic sector classified under the NACE Revision 2 division 29 (Manufacture of motor vehicles, trailers and semi-trailers) in the NUTS 2 region of Provincie Antwerpen (BE21) within a reference period of four months for the application from 8 April 2024 to 8 August 2024;
D.whereas the application is based on the intervention criteria of Article 4(2), point (a), of the EGF Regulation, which requires the cessation of activity of at least 200 displaced workers or self-employed persons over a reference period of four months, in an enterprise in a Member State, including workers displaced in suppliers and downstream producers;
E.whereas the COVID-19 pandemic had an impact on coach demand, and the Russian war of aggression against Ukraine has had an impact on cost structure;
F.whereas the European automotive and supplier industry is facing unprecedented pressure from both external and internal challenges, such as distortion of competition, notably in the electric vehicle sector due to unfair subsidization by China, and high-energy costs caused by major restructuring events;
G.whereas Van Hool was specialised in the manufacture of buses, coaches, trolleybuses, and trailers; whereas the declining demand for coaches resulting from the impact of the pandemic has led to declining average sales for Van Hool in Europe and a sharp fall in profitability; whereas rising inflation and disrupted supply chains further increased pressure on the enterprise’s margins;
H.whereas the company, in compliance with Belgian law, followed the mandatory procedure for informing and consulting workers' representatives; whereas the requirement for setting up an employment unit, whose purpose is to provide workers laid off in the context of collective redundancies with outplacement services, does not apply in the event of bankruptcy;
I.whereas financial contributions from the EGF should be primarily directed at active labour market policy measures and personalised services that aim to reintegrate beneficiaries rapidly into decent and sustainable employment within or outside their initial sector of activity, while preparing them for a greener and more digital European economy;
J.whereas the Flemish employment services (VDAB) are providing the national pre-financing and co-funding of the measures;
K. whereas the EGF shall not exceed a maximum annual amount of EUR 30 million (in 2018 prices), as laid down in Article 8 of Regulation (EU, Euratom) 2020/2093 as amended by Regulation (EU, Euratom) 2024/765; whereas in line with the principle of sound financial management unspent contributions should be paid back to the Commission.
1.Agrees with the Commission that the conditions set out in Article 4(2), point (a), of the EGF Regulation are met and that Belgium is entitled to a financial contribution of EUR 7 999 015 under that Regulation, which represents 85 % of the total cost of EUR 9 410 607, comprising expenditure for personalised services of EUR 9 034 607 and expenditure for preparatory, management, information and publicity, control and reporting activities of EUR 376 000;
2.Notes that the Belgian authorities submitted the application on 29 October 2024, and that, following the provision of additional information by Belgium, the Commission finalised its assessment on 26 March 2025 and notified it to Parliament on the same day;
3.Notes that the application relates to 2411 workers made redundant in the company Van Hool; notes further that 2397 workers will be targeted beneficiaries in total;
4.Underlines that the industrial sector is currently experiencing a decline in Belgium according to the Federation of Belgian Enterprises (VBO); the industrial sector has traditionally played an important role in Lier which is why the industrial decline is having a significant impact on Lier’s labour market ; highlights that the number of industrial jobs available in Lier decreased by 13 % in 2023;
5.Points out that the profiles of the displaced workers, one third of which are aged 50 years or more and 80 % have secondary education or less and outdated skills; stresses that taking into account the downward trend in vacancies and its geographical distribution, the workers will need targeted assistance focusing on upskilling and retraining to increase their chances of returning to work; considers it as a social responsibility of the Union and Member States to provide the affected workers a possibility to obtain the necessary qualifications for future employment;
6.Welcomes that personalised services to be provided to the workers consist of the following actions: social intervention advisor and workers’ registration, outplacement , job-search support and job placement, vocational guidance, retraining and vocational training, as well as training at the workplace; highlights especially services related to targeted support and personal assessment, as well as ICT training which contributes to upskilling required in the digital industrial age;
7.Notes that Belgium started providing personalised services to the targeted beneficiaries on 22 April 2024 and that the period of eligibility for a financial contribution from the EGF will therefore be from that date until 24 months after the date of the entry into force of the financing decision;
8.Notes that Belgium started incurring administrative expenditure to implement the EGF on 14 March 2024 and that such expenditure shall therefore be eligible for a financial contribution from the EGF from that date until 31 months after the date of the entry into force of the financing decision;
9.Stresses that the Belgian authorities have confirmed that the principles of equality of treatment and non-discrimination will be respected in the access to the proposed actions and their implementation, and that any double financing will be prevented;
10.Recalls that the Belgian authorities shall ensure that equality between men and women and the integration of the gender perspective are an integral part of and are promoted throughout the implementation period;
11.Reiterates that assistance from the EGF must not replace actions which are the responsibility of companies, by virtue of national law or collective agreements;
12.Recalls that the Belgian authorities shall acknowledge the origin and ensure the visibility of the Union funding and highlight the Union added value of the intervention, by providing coherent, effective and targeted information to multiple audiences, including targeted information to beneficiaries, local and regional authorities, the social partners, the media and the public;
14.Instructs its President to sign the decision with the President of the Council and arrange for its publication in the Official Journal of the European Union;

Having regard to Regulation (EU) 2021/691 of the European Parliament and of the Council of 28 April 2021 on the European Globalisation Adjustment Fund for Displaced Workers (EGF) and repealing Regulation (EU) No 1309/2013, and in particular Article 15(1), first subparagraph, thereof,
Having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources, and in particular point 9 thereof,
(1) The European Globalisation Adjustment Fund for Displaced Workers (EGF) aims to demonstrate solidarity and promote decent and sustainable employment in the Union by providing support for workers made redundant and self-employed persons whose activity has ceased in the case of major restructuring events and assisting them in returning to decent and sustainable employment as soon as possible.
(2) The EGF is not to exceed a maximum annual amount of EUR 30 million (in 2018 prices), as laid down in Article 8 of Council Regulation (EU, Euratom) 2020/2093, amended by Council Regulation (EU, Euratom) 2024/765, and Article 16 of Regulation (EU) 2021/691.
(3) On 29 October 2024, Belgium submitted an application to mobilise the EGF in accordance with Article 8(1) of Regulation (EU) 2021/691, in respect of workers’ displacements in Van Hool NV in Belgium. It was supplemented by additional information provided in accordance with Article 8(5) of Regulation (EU) 2021/691. That application is considered to comply with the conditions for providing a financial contribution from the EGF as laid down in Article 13 of Regulation (EU) 2021/691, on the basis of the assessment made by the Commission in the Proposal for a mobilisation decision of the European Parliament and of the Council.
(4) The EGF should, therefore, be mobilised in order to provide a financial contribution of EUR 7 999 015 in respect of the application submitted by Belgium.
(5) In order to minimise the time taken to mobilise the EGF, this Decision should apply from the date of its adoption,
For the general budget of the Union for the financial year 2024, the European Globalisation Adjustment Fund for Displaced Workers shall be mobilised to provide the amount of EUR 7 999 015 in commitment and payment appropriations.
This Decision shall enter into force on the day of its publication in the Official Journal of the European Union. It shall apply from [the date of its adoption]⁕.
Explanatory statement 20 blocks
The European Globalisation Adjustment Fund (EGF) was created to provide additional assistance to workers suffering from the consequences of major structural changes in world trade patterns.
In accordance with point 9 of the Interinstitutional Agreement of 16 December 2020, the Commission is required, following the positive assessment of an application, to submit a proposal to mobilise the Fund to the budgetary authority and to complement it with a corresponding request for transfer to the relevant budget lines.
On 29 October 2024, Belgium submitted an application EGF/2024/003 BE/Van Hool for a financial contribution from the EGF, following 2 411 redundancies at the company Van Hool. This is the third such application of 2024, and the first to be examined under the 2025 budget.
Following its assessment of this application, the Commission has concluded, in accordance with all applicable provisions of the EGF Regulation, that the conditions for awarding a financial contribution from the EGF are met.
On 26 March 2025, the Commission adopted a proposal for a decision on the mobilisation of the EGF in favour of Belgium for tailored measures to support the reintegration in the labour market of 2 397 targeted beneficiaries, i.e. Van Hool workers made redundant. In total, EUR 7 999 015 will be mobilised from the EGF for Belgium, representing 85 % of the total costs of the proposed actions.
The Commission deemed the Belgian application admissible under the intervention criteria of Article 4(2)(a) of the EGF Regulation, which requires the cessation of activity of at least 200 displaced workers or self-employed persons over a reference period of four months, in an enterprise in a Member State, including workers displaced in suppliers and downstream.
EGF co-funding has been requested for the following six types of actions, to be provided to redundant workers:
(a) Social Intervention Advisor (SIA) and workers registration: Information sessions in which social intervention advisors inform workers about the support available to facilitate their transition to employment and worker registration are the first services offered to all laid-off workers.
(b) Outplacement: In Belgium, the personalised packages of measures co-financed by the EGF complement the legal obligation for employers described in paragraph 19. However, since the redundancies occurred as a result of the enterprise’s bankruptcy, former Van Hool workers do not receive such services. This outplacement measure will provide all redundant workers, regardless of their age, with 60 hours of outplacement services. Services include administrative and psychological support, personal assessment sessions (what can I do, what do I want to do, etc.), digital skills assessment, job search assistance or assistance towards self-employment, advice on negotiating employment contracts, etc.
Digitally illiterates will receive basic ICT training and additional support through digibanks, where workers can borrow a laptop, receive training on how to use it and get answers to their digital questions. Webinars and other online tools, such as 123digit.be, will help those who already have some digital skills to improve them.
(c) Job-search support and job placement: Along with job-search support and help to prepare for future job applications, this measure includes organising job search events, like job fairs, and job scouting to locate potential job vacancies that may suit former Van Hool workers.
(d) Vocational guidance: Various vocational guidance services are on offer to cover general guidance needs or shortcomings such as not having a realistic job goal, not meeting labour market requirements or having a poor knowledge of Dutch.
(e) Training, retraining and vocational training: Upon agreement of individual projects with the vocational counsellor, specific training will be offered to cater for the identified needs. Workers will also have access to a wide range of training that includes the training offered by VDAB or by training providers.
(f) Training at the workplace: Workers receive on-the-job training at the enterprise that will employ them after training. Depending on the needs of the worker, the training can last between 4 and 26 weeks. Training is followed by an employment contract, either permanent or fixed term of at least the same duration as the training.
Belgium provided the required information on actions that are mandatory for the enterprises concerned by virtue of national law or pursuant to collective agreements. They confirmed that a financial contribution from the EGF will not replace such actions.
In order to mobilise the Fund, the Commission has submitted to the Budgetary Authority a request to transfer a global amount of EUR 7 999 015 from the EGF reserve (budget line 30 04 02; commitment appropriations) to the EGF (budget line 16 02 02; commitment appropriations).

A. Whereas, on 29 October 2024, Belgium submitted an application an application to mobilise the European Globalisation Adjustment Fund for Displaced Workers (EGF) in accordance with Article 8(1) of Regulation (EU) 2021/691 (EGF Regulation), following displacements in Van Hool NV in Belgium, in the economic sector classified under the NACE Revision 2 division 29 (Manufacture of motor vehicles, trailers and semi-trailers); whereas the redundancies made by Van Hool are located in the NUTS 2 region of Provincie Antwerpen (BE21);
B. Whereas Belgium submitted the application under the intervention criteria of Article 4(2), point (a) of the EGF Regulation, which requires the cessation of activity of at least 200 displaced workers or self-employed persons over a reference period of four months (in this case from 8 April 2024 to 8 August 2024), in an enterprise in a Member State, including workers displaced in suppliers and downstream producers; whereas, following its assessment of this application, the Commission has concluded, in accordance with all applicable provisions of the EGF Regulation, that the conditions for awarding a financial contribution from the EGF are met;
C. Whereas the application relates to 2 411 displaced workers (eligible beneficiaries) whose activity has ceased in the economic sectors indicated above;
D. Whereas on 26 March 2025, the Commission adopted a proposal for a decision on the mobilisation of the EGF in favour of Belgium to support the reintegration in the labour market of 2 397 targeted beneficiaries;
E. Whereas the displacements in Van Hool are related to various factors such as the impact of the COVID-19 pandemic on coach demand and the impact of the war in Ukraine on cost structure; whereas between 2012-2019, Van Hool’s average sales in Europe were 427 units per year, but sales declined to 287 units in 2020 and further to 128 in 2021; whereas profits consequently fell sharply and rising inflation and disrupted supply chains further increased pressure on the enterprise’s margins; whereas sales recovered in 2022 and 2023, but remained at levels close to or below those of 2020; whereas pre-pandemic sales levels were never regained, and Van Hool was declared bankrupt by the Commercial Court of Mechelen on 8 April 2024; whereas, as a consequence, 2 411 workers were made redundant;
F. Whereas according to the Federation of Belgian Enterprises (VBO), the Belgian industry is currently at a low ebb; whereas in the first half of 2024, more than 5 000 jobs were lost in the industrial sector due to restructuring and bankruptcy of companies such as Decathlon, Pfizer, Barry Callebaut, Audi and Sappi;
G. Whereas most of Van Hool's former workers live in Lier (Mechelen district in the Region of Antwerp) and the surrounding municipalities; whereas the industrial sector has traditionally played an important role in Lier, which is why the industrial decline is having a significant impact on Lier’s labour market; whereas more than 25 % of the jobs in Lier were linked to industry in 2020; whereas, however, three years later, in 2023, the percentage had dropped more than three percentage points; whereas the enterprise’s closure has led to a significant disruption to the local labour market as in April 2024 the month in which Van Hool filed for bankruptcy, unemployment rose by 32 % in Berlaar, 23 % in Heist-op-den-Berg, 17 % in Nijlen and 14 % in Lier, leaving one in ten working-age residents unemployed in Lier and Berlaar according to the Flemish employment services (VDAB);
H. Whereas Belgium has indicated that the co-ordinated package of personalised services has been drawn up in consultation with the social partners, in compliance with Article 7(4) of the EGF Regulation; whereas trade unions and employer organisations are involved in activities of VDAB at all levels;
I. Whereas the EGF shall not exceed a maximum annual amount of EUR 30 million (in 2018 prices), as laid down in Article 8 of Council Regulation (EU, Euratom) No 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021 to 2027;
Therefore, the Committee on Employment and Social Affairs calls on the Committee on Budgets, as the committee responsible, to integrate the following suggestions in its motion for a resolution:
1.Recalls that the objective of the EGF is to demonstrate solidarity with, and provide support to beneficiaries; considers that financial contributions from the EGF should be primarily directed at active labour market policy measures and personalised services that aim to reintegrate beneficiaries rapidly into decent and sustainable employment within or outside their initial sector of activity; stresses the importance of preparing and supporting workers for the urgently needed green and digital transitions of the European economy and society; reiterates in this context the important role the Union plays, including through the EGF, in contributing to the financing of necessary qualifications for the just transition in line with the European Green Deal;
2.Agrees with the Commission that the conditions set out in Article 4(2), point (a), of the EGF Regulation are met and that Belgium is entitled to a financial contribution of EUR 7 999 015 under that Regulation, which represents 85 % of the total cost of EUR 9 410 607, comprising expenditure for personalised services of EUR 9 034 607 and expenditure for preparatory, management, information and publicity, control and reporting activities of EUR 376 000;
3.Notes the fact that Belgium has provided all necessary assurances that the requirements laid down in national and EU legislation concerning collective redundancies have been complied with and that the principles of equality of treatment and non-discrimination will be respected in access to the proposed measures and their implementation;
4.Notes that low skilled and older workers have far fewer opportunities to re-enter the labour market in the region and that the redundancies in Van Hool hit these vulnerable groups the hardest; recalls the profile of the redundant workers, with one in three dismissed workers is over 50 years old and eight out of ten have secondary education or less, and outdated skills, and considers that, along with the downward trend in vacancies and its geographical distribution, the workers will need additional tailored support, particularly targeted assistance focusing on upskilling and retraining, to help them succeed the transition to employment;
5.Stresses that Belgium has confirmed that the measures supported by the EGF will not receive any financial contributions from other Union financial instruments;
6.Notes that personalised services to be provided to the workers consist of the following measures: (a) Social Intervention Advisor (SIA) and workers registration, (b) outplacement services (administrative and psychological support, personal assessment sessions, digital skills assessment, job search assistance or assistance towards self-employment, advice on negotiating employment contracts, etc.), (c) job-search support and job placement, (d) vocational guidance, (e) training, retraining and vocational training, and (f) training at the workplace; given the age and educational profile of the targeted beneficiaries stresses the specific needs of these groups should be taken into account when providing personalised services;
7.Stresses in particular the importance of Article 7.2 of the EGF Regulation, which requires the coordinated package to anticipate future labour market perspectives and required skills, which are compatible with the shift towards a resource-efficient and sustainable economy and with a particular focus on the dissemination of skills required in the digital industrial age; welcomes the fact that the package’s ICT training and additional support foreseen within the outplacement services includes such skills in particular a digital skills assessment and provisions for workers to borrow a laptop, receive training on how to use it and get answers to their digital questions;
