By [two years after the date of entry into force of this Regulation] and by [11 years after the date of entry into force of this Regulation] the Commission shall report to the European Parliament, to the Council and to the European Economic and Social Committee on the implementation of this Regulation, in particular on the protection of fundamental rights and personal data.
